That Report # CS-07-91 be received; 2 . That Council support the special event, WALK-A-BLOCK as part of the Town of Newcastle's participation in the PARTICIPaction Challenge Day; 3 . That Town of Newcastle employees be encouraged to be active participants in the PARTICIPaction Challenge. 1.0 BACKGROUND 1. 1 The Town of Newcastle has been an active participant in past offerings of the PARTICIPaction Challenge Day program. This national special event is the KICK-OFF for Canada's National Fit week - June 2 to 8 1991. 1 .2 In order to maximize participation in the event the Community Services Department staff are proposing a late morning activity that would enable community residents, Town employees and Council to participate. The program being proposed is currently being called WALK-A-BLOCK. . . /2 G REPORT CS-07-91 - 2 - MARCH 18,1991 2.0 WALK-A-BLOCK 2 . 1 The objective of the Walk-A-Block activity is to provide members of the Town, Town employees and other community organizations an opportunity to maximize their participation in the Challenge Day activities . 2 .2 The idea of the Walk-A-Block activity was chosen as the 1991 community event because it would allow all residents to participate regardless of level of fitness, ability and age. The walk would be at the participant's own pace and their would be no fear of not being able to complete the walk. 2 . 3 The Walk-A-Block would start at approximately 11:30 a.m. and would be completed by 11:45 a.m. 3.0 ROUTE 3 . 1 The tentative Walk-A-Block route would be as follows- START North on Temperance Street to Wellington Street West on Wellington Street to Silver Street South on Silver Street to King Street East on King Street to Temperance Street FINISH North on Temperance Street to the Municipal Administration Centre Staff will verify that this route takes a maximum of 15 minutes to walk comfortably. 3 .2 The Fire and Police Departments will be contacted so that the route for the walk can be blocked off to allow participants the use of the roadway. 4.0 PARTICIPATION 4 . 1 Since the objective of the Walk-A-Block is to maximize participation, the Community Services Department will be seeking participation at various levels - Council, Inter- Department, Community Agencies and the general public . . . /3 j l REPORT CS-07-91 - 3 - MARCH 18,1991 4 .2 Local organizations, such as Community Care, local schools and Bowmanville Memorial Hospital will be contacted to gain their support and to enlist their assistance in "spreading the word" to their employees and clients . The support and participation of these agencies/organizations will be a key factor in the success of this Town-wide event. 4 . 3 Through Council, we will be seeking support in that Council members will be present to participate in the Walk-A-Block and to gain approval to allow Town staff the time away from their regular duties to participate in the walk. There will be a requirement to leave some staff behind to carry on with the business of the Municipality but it is hoped that a maximum number of staff will be encouraged to participate. 4 .4 The participation of Council in the Walk will be an opportunity for community residents to meet and walk with the representatives from their Ward. The presence of Council will enable us to raise the profile of the event with the general public . 5.0 SPONSORSHIP 5 . 1 Staff are actively pursuing sponsorship from local businesses to provide Walk-A-Block participants with baseball caps and refreshments at the completion of the walk. These items would be our way of thanking the community for participating. The true dividends of the give-away program is building support and participation in future Town programs. The positive impact on the Town's image is also a bonus . 5 .2 All organizations/companies providing sponsorship/support to the Walk-A-Block event will be given recognition on all flyers/posters used to promote this activity to the community- at-large. On all promotional materials, the Town of Newcastle will be recognized as the key promoter and organizer of this activity. A draft copy of the poster/flyer that will be used is attached for your reference and review. . . /4 REPORT CS-07-91 - 4 - MARCH 18,1991 5 .3 The local newspapers (Orono Weekly Times, Canadian Statesman, Newcastle Independent and the Oshawa Times) will be contacted and asked to cover the event on May 29, 1991. In addition, the local television stations (CHEX-Peterborough, Rogers Cable) will also be invited to cover the event. Through this coverage we hope to raise the community image of the Town of Newcastle and to begin the process of building community interest and spirit in this and other types of community projects that the Town supports and is involved with. 6.0 SUMMARY 6 . 1 The Walk-A-Block PARTICIPaction program is an opportunity for the Town of Newcastle to promote fitness and community awareness to the residents of the Town and surrounding municipalities . It will enable the Town to take the lead in the developing of a positive public image and presence with the local businesses and residents . 6 .2 Council support of participation of Town staff will provide a strong statement of the "TEAM concept" whose impact will be long lasting for both staff and the community. Council's participation in this program will foster the development of a true team spirit within the Municipal Administration Centre and the satellite offices of the Town of Newcastle.
