By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION DATE: July 22, 1991 REPORT #: CS-28-91 FILE #: SUBJECT: STATUS UPDATE ORONO AMATEUR ATHLETIC ASSOCIATION RECOMMENDATIONS: It is respectfully recommended that the General Purpose & Administration Committee recommend to Council the following:- 1. That Report No. CS-28-91 be received for information; 1.0 BACKGROUND: 1. 1 The Community Services Department has been involved with local Hockey Leagues in the Town of Newcastle for many years. Recently, the hockey groups representing Orono and Bowmanville Recreational Hockey Leagues have wanted to resolve ongoing differences between themselves and the Ontario Minor Hockey Association. Unfortunately the two groups, have been unable to fully resolve their differences . 1.2 The Mayor and Members of Council received correspondence from Gord Lowery of the O.A.A.A. on January 28, 1991 regarding ice hockey in the Town of Newcastle. Mr. Lowery, in this letter requests the Town's assistance in this matter. (See Attachment A) . . /2 REPORT NO. CS-28-91 - 2 - JULY 22, 1991 1. 3 The staff of the Community Services Department, acting as facilitators, have been working with both organizations to develop an agreement of co-operation beneficial to all parties and the area hockey players. 2.0 LIST OF ATTACHMENTS: 2 . 1 Attachment A - Correspondence from Gord Lowery O.A.A.A. Attachment B - Letter from the Town requesting Oshawa ice time be made available for the B.R.H.L. Attachment C - Weekly permitted hours to Oshawa teams. Attachment D - Permit from B.R.H.L. to 0. A. A. A. requesting specific days and times previously used by Oshawa. Attachment E - Letter from 0. A. A. A. to B. R. H. L. stating what days and hours they may permit with certain conditions . Attachment F - Letter from B. R. H. L. to Community Services Department stating their concerns regarding 0. A. A. A. ice offer. 3.0 SITUATION: 3. 1 Currently, the B.R.H.L. has requested ice time from Newcastle Village, Darlington Sports Centre and the Bowmanville Recreation Complex. To date, the amount, of ice available at suitable times has been adequate. Over the years, the B.R.H.L. registration has grown and this continues to be the trend. For the 1991-92 season, the B.R.H.L. requested 10 hours ice time at the Orono Arena. The ice time requested by the B.R.H.L. has been traditionally permitted by Oshawa Hockey groups as stated to the Community Services Department by Pete Maartense. (See Attachment B, C & D) 3.2 Orono had agreed to allocate ice time to the B.R.H.L. and did respond on June 26, 1991 with six hours of ice time. . . /3 Uu REPORT NO. CS-28-91 - 3 - JULY 22, 1991 Of the six hours allocated to the B.R.H.L. by Orono, two of these fall within those requested by the B.R.H.L. Also, several conditions had to be met to honour the ice times . (See Attachment E) 4.0 CURRENTLY: 4. 1 The B.R.H.L. has indicated to the Town that half of the ice times allocated to the B.R.H.L. are reasonable but that the other half are inappropriate. They question why did they not receive the other weekday hours that had been previously used by Oshawa teams? (See Attachment F) 5.0 NEXT MEETING: 5. 1 The next meeting between all ice users will be on Tuesday, July 16, 1991. At this meeting, inquiries will be made regarding the ice time allocated to the B.R.H.L. and to the Oshawa teams . 6.0 SUMMARY: 6 . 1 The Town of Newcastle Community Services Department Staff will continue to work towards reaching amicable solutions to all issues raised by both the B.R.H.L. and the O.A.A.A. a further report will be submitted to Council for information. The Orono Amateur Athletic Association is requesting an amendment to the original agreement signed between the Town of Newcastle and the Bowmanville Recreational Hockey League. The B.R.H.L. have changed the rules of the agreement by affiliating their house league with the O.M.H.A. . We are asking the Town through their Community Services Department to amend their agreement to reflect that change so that O.M.H.A. -- rules apply across the whole Town of Newcastle. We are also requesting a meeting between our association, the B.R.H.L. and the Community Services Department in th- ear future. Caruana, Director Community Services Department Town of Newcastle 40 Temperance Street Bowmanville, Ontario • L1C 3A6 Dear Joe: I am writing to you to request your assistance in resolving some concerns that the Executive of the B.R.H.L. has about ice time at the Orono Arena. We sent a written request in to the Orono• Arena for ice time , beginning .this October. The hours we requested were hours identified as being allocated to Oshawa teams . This information was given to us by Jennifer Cooke who had been in contact with Peter Maartense. We understand that you received a copy of the letter that was sent to us, by Gord Lowery, regarding ice time this fall. Although we appreciate receiving additional hours, we have some serious concerns that we ask that you or your staff investigate. They are: 1. We received hours for the weekends only. We must assume that the hours identified as being used by Oshawa_ during the week last season remain allocated to Oshawa. Why is .this? 2 . We question why a Town -of Newcastle organization is required to pay non-resident fees in Orono as indicated by the letter received from Gord Lowery. Do we not belong and pay our taxes to the same municipality? 3 . We are concerned about the restrictions , relative to our Select teams using the allocated ice at Orono as we have been informed that should this happen, the ice time would be withdrawn. We can work around this concern but we feel that it should still be questioned. Does this restriction . include those Select teams from Oshawa using the Orono Arena? 4 . We have been informed that should an Orono team or association (eg. Figure Skating) require the ice time allocated to the B.R.H.L. , we would have to return the required ice. We have no problem with this, however, at the other Arenas that we operate in, we are given or allocated other hours, to compensate. These are our main concerns. We do not want to interfere with the programs operated by the Orono Amateur Athletic Association but our registration has experienced tremendous growth and we have every indication that this will continue for the 1991-92 hockey season. Our concerns are further compounded by the fact that we could lose 2 to 4 hours at the Newcastle Memorial Arena this season. We have been working with the staff of the Community Services Department to resolve many issues and we have made some progress in many areas to date. On behalf of the Executive of the B.R.H.L. , I would appreciate any further assistance that you can provide in resolving the concerns that I have outlined above. We believe that we can work co-operatively with all parties and will remain optimistic that the concerns can be resolved without any ill effects on the hockey players of both organizations .
