REPORT File # Ral . .3.5?.G ti 1 )) � ,4e • Res. # `. r te) By-Law # GENERAL PURPOSE AND ADMINISTRATION DATE: • July 22, 1991 REPORT #: rs_in_91 FILE #: SUB.ECT: HAMPTON CITIZENS REQUEST FOR A PARK RECOMMENDATIONS: It is respectfully recommended that the General Purpose & Administration Committee recommend to Council the following:- 1. That Report No. CS-30-91 be received for information; 1.0 BACKGROUND: 1. 1 Staff was approached by representatives of the Hampton Hall Board concerning their wish to provide a suitable playground and park for the Hampton Residents . 1.2 Subsequently, Community Services staff met with the Hampton Hall Board to further discuss the issue and offer the department's assistance. 1. 3 It was determined that the site currently under the jurisdiction of CLOCA locally known as Elliott Park was the preferred site for any potential park development. Members of the Board were informed that park development would require budget consideration and any municipal contributions would be deferred until 1992 budget deliberations . . . /2 REPORT NO. CS-30-91 - 2 - JULY 22, 1991 However in the interim, a masterplan would be developed by the Community Services Department in co-operation with the Hampton residents . 1.4 Elliott Park is currently owned and under the authority of CLOCA. To develop the site as a Town park will require a long term lease be implemented prior to the Municipality investing capital dollars in the project. Through discussions with CLOCA, the authority has expressed interest and is prepared to consider the Town assuming responsibilities for the maintenance and development of the park conditional upon the proposed use not affecting CLOCA's plans for adjacent flood plain lands . 1.5 A number of meetings between staff and the residents have since been held for the purpose of development of the park site masterplan. It has become quite evident that a consensus of park design and components will be difficult to be reached. There appears to be 2 strong groups within the residents having differences of opinions with respect to the park design. 1. 6 Staff will continue to work with the group to assist in reaching a consensus, however, the department is not taking a position with respect to the preferred design as both points of view are acceptable. 2.0 COMMENT: 2 . 1 It is department policy to involve the residents of our Community whenever possible in the decision making process. At times however, in the interest of the general public, where as in this case, the residents cannot reach an agreement, it is the Town's responsibility to ensure that the public needs are being met and proceed with any necessary action. . . /3 (r0 REPORT NO. CS-30-91 - 3 - JULY 22, 1991 2 .2 A subsequent report will be presented to Council requesting authorization for the Town to enter into an agreement with CLOCA for use and development of the property. Further funding considerations will be deferred until the 1992 budget deliberations .
