CS-31-91 - 2 - JULY 22, 1991 2.0 DISCUSSION: 2 . 1 The Community Services Department actively promotes the use of facilities, such as the Multi-Purpose Room at the Bowmanville Recreation Complex, for housing special events, banquets, dances and wedding receptions. As a community focal point the demand for this facility is consistently increasing. 2 .2 The Town of Newcastle does not currently have a specific policy providing for the non-fee use of Town facilities . In the past, requests for payment exemption have been denied by both the Community Services Department and Council. Although each request is received and evaluated on its own merit, there are other factors that must be taken into consideration during the decision process. 2 . 3 The Community Services Department, with the approval of Council, has established a schedule of rental rates that cover the rental of the Multi-Purpose room at the Bowmanville Recreation Complex. Through these fees, the Town has taken into account the operational and labour costs associated with the use of the requested space. Should an organization be exempt from paying these facility fees, the burden of the operational expenses that are incurred is placed on to the taxpayers of the Municipality. 2 .4 In addition to the perceived impact on the Community, the waiving of facility fees creates a precedent that will impact on the way the Community Services Department conducts the administration of the permit process . With this precedent in place there would be a subsequent impact on the Department's revenue projections used throughout the budget process . By approving one request without specific guidelines or eligibility criteria in place, it will be difficult to assess future requests in relation to Town and Department objectives . 3.0 COMMENTS: 3 . 1 The United Way is an important and necessary community . ./3 929 REPORT NO. CS-31-91 - 3 - JULY 22, 1991 organization whose programs and services are of a direct benefit to this Municipality. The Town of Newcastle is a strong partner of the United Way through the Municipal Grant program, which provides operational dollars to United Way affiliated organizations (eg. Newcastle Community Care, Y.W.C.A. ) , and through the employee participation plan. 3 .2 It is the position of the Community Services Department that approval of Mr. Mendes ' request for exemption from payment will set a precedent which could inundate both staff and Council with similar requests and, ultimately, have a negative impact on the Department's budget projections. Town of Newcastle, Temperance Street , Bowmanville, Ontario . Mayor Hubbard : Requesting exemption from payment of fee for use of Bowmanville Recreation Complex on August 3 , 1991 . Further to our discussion, we would like to obtain use of the hall at the Bowmanville Recreation Complex on the night of August 3rd from 6pm - 2am for the purpose of raising funds for the United Way. The theme of the evening will be "Hospitality Nite" , and will be organized by the hospitality industry in the region of Durham and sponsored by the O.H.M.A.Zone 14, Molson Breweries , Strano Food Service, and other sponsors . A cash bar will be available throughout the evening and light snacks will be served . The necessary licenses for those services are presently being obtained and all funds collected throughout the function will go to the United Way.
