SENIORS ACTIVITY CENTRE FEASIBILITY STUDY
CONSULTANT SELECTION
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose &
Administration Committee recommend to Council the following:-
1. That Report No. CS-32-91 be received;
2 . That staff be authorized to retain the services of the Greer
Galloway Group for the implementation of the Senior Citizen's
Activity Centre Feasibility Study as described in the Terms
of Reference;
3. That the necessary funds be drawn from the 1991 approved
Community Services Department's Consulting Services account
#7602-00000-0247; and
4 . That the two other Consulting Firms who submitted detailed
proposals be thanked for their interest in this project and
be advised of Council 's decision.
1.0 BACKGROUND:
1. 1 At the April 29, 1991 meeting of the General Purpose and
Administration Committee the Seniors Activity Centre

Feasibility Study Terms of Reference were approved and staff
were given direction to proceed with a consultant selection
process .
1.2 Letters were sent out to four (4) Consulting Firms inviting
them to submit detailed proposals for the implementation of
the approved Feasibility Study. Of the four invited, three
proposals were submitted for the Seniors Steering Committee
to review (Attachment #1 is provided as a cost comparison of
proposals received) . The Committee then requested each of the
submitting firms to attend an interview at which time they
were able to make a personal presentation of their proposal
followed by an interview session with the members of their
study team.
2.0 REASONS FOR SELECTION:
2 . 1 At the conclusion of the Consultant interviews, the Steering
Committee, along with the representatives of the Community
Services Department, participated in a discussion of the
proposals at which time it was decided to recommend the Greer
Galloway Group as the consulting firm for this study. It is
the opinion of the Committee that the Greer Galloway group
were very competent and had the professional expertise
required to complete the project.
2 .2 The Greer Galloway Group are believed to be the best
consulting team for this particular study for the following
reasons:
- their team members have experience and knowledge in the
area of Seniors Activity Centres;
- the firm has had experience working within the community
of Newcastle and with the Town of Newcastle;
- they demonstrated a good understanding of the Feasibility
Study process;

- they showed a strong understanding of the importance of
the public consultation process as it would relate to
this project; and
- their fee of $ 33,965. 00 is considered satisfactory and
competitive based on their experience and the study
process outlined in their proposal.
3.0 SUMMARY:
3 . 1 A copy of the detailed proposal by Greer Galloway Group
Incorporated has been provided to Members of Council under
separate cover. Should Council approve the Steering
Committee's recommendations in this report, the Study will
commence immediately with an anticipated completion date of
December 1991.
3.2 The required funds have been budgeted for and will be drawn
from the approved 1991 Community Services current budget Page
155, account number 7602-00000-0247 .
