REPORT NO.: WD -60 -84 SUBJECT: MINISTRY OF TRANSPORTATION & COMMUNICATIONS SUBSIDY FOR THE TOWN OF NEWCASTLE ROAD CONSTRUCTION AND MAINTENANCE PROGRAM. RECOMMENDATION: It is respectfully recommended: 1. That this report be received for information. REPORT: On April 24, 1984, Council adopted Resolution GPA- 392 -84, which stated: "That the Director of Public Works prepare a report to the General Purpose and Administration Committee on a position that the Town can take with respect to its road system, and the need for additional subsidy from the Ministry of Transportation and Communications in amounts sufficient to address roads maintenance and reconstruction in the Town of Newcastle." x Page 2 REPORT NO. WD -60 -84 This direction has been considered and various strategies have been investigated toward achieving the intent of the resolution. It appears that the most logical approach is for the Town to have the Ministry consider placing this municipality on a subsidy system similar to that used for Counties and Regional Municipalities. Presently, that tier of municipal government enjoys effective subsidy rates in excess of fifty percent (50 %). For example, Durham Region is subsidized at a rate of more than sixty percent (60 %) with the top end of the subsidizable expenditures provided with ninety -one percent (91 %) subsidy. This system, however, is related to a Provincially adjusted assessment, which is an indicator of the municipality's ability to pay, and we cannot even guess at what the Town's assessment would be established. Thus, we do not know whether such a revision would be of benefit or not. Furthermore, it is doubtful whether the Ministry, during a time when all municipal governments are requesting additional funds, would consider dealing in a different manner with the Town of Newcastle, and possibly set a precedent for all other lower tier municipalities. Council may wish to pursue the above suggestion with the Ministry, however, based upon preliminary discussions with M.T.C. staff, it is doubtful whether such an approach would be well received. ...>3 Page 3 REPORT NO. WD -60 -84 Further to the above, the Town has recently received the attached correspondence from Mr. Snow which outlines the substantial extra funding which has been provided to the Town recently and which points out the above - average condition of the Town's road system. It seem clear from this correspondence that the Minister considers the Town of Newcastle to have received at least its fair share. In light of the above, it is suggested that the matter be pursued indirectly rather than directly through yet another approach to the Minister. By a thorough identification of all needs in the Town's road system in the 1985 Major Update, hopefully, the system adequacy can be reduced from 66.4 percent, thereby placing the Town in a better position to receive any extra funds which become available. I can assure you that every effort has been made to obtain an increase in the funding for road construction and maintenance in municipalities. As you are aware, there is a great demand on all program assistance provided by the Province. My Ministry has developed - procedures for distributing allocations in an equitable manner. I note that from information provided by your needs study the roads in Newcastle are 66.4% adequate. This is above the average ( for those classified as Urban and Rural municipalities. It is further noted that in 1983 -84, this Ministry provided to Newcastle $508,713.37 toward the Connecting Link project on Highway 2 from Baldwin Street to Beaver Street and that the estimated carryover to 1984 -85 is estimated-at $133,600. In addition, funding is to be provided in 1984 -85 for the traffic signals on King Street at Division Street in BOWmanville.
