REPORT NO.: WD -61 -84 SUBJECT: REPORT ON CORRESPONDENCE FROM THE REGION OF DURHAM WITH RESPECT TO STORM AND SANITARY SEWER CROSS- CONNECTIONS IN WAVERLEY GARDENS AND BOWMANVILLE HEIGHTS SUBDIVISION IN BOWMANVILLE. RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That the Region of Durham be advised that the Town of Newcastle is willing to pay its share of the cost of eliminating storm sewer house connections to the sanitary sewers in Waverley Gardens and Bowmanville Heights Subdivisions in Bowmanville only at those houses where there is, in fact, a connection of the storm to the sanitary sewer. 3. That the Region be further advised that the Town will pay fifty percent of the investigative work leading to the program of eliminating the cross - connections. 4. That funds to cover the Town's share of the cost of correcting the cross - connections be as follows: 1984 a) investigation $10,000 > from Lot Levy b) correction $10,000 > Reserve Account 1985 correction $10,000 - to be budgeted 1986 correction $10,000 - to be budgeted 'ro ...2 Page 2 REPORT NO. WD -61 -84 REPORT: Evidence of sanitary sewerage at storm sewer outfalls from the Waverley Gardens and Bowmanville Heights Subdivision was reported to the Region of Durham. As a result, 921 homes were dye- tested of which 18 were found to be discharging sanitary sewage to the storm sewers. Similar to the Beau Valley situation last year, it must be assumed that this has resulted from the house sanitary sewers being connected to the storm sewers and vice versa. Therefore, both the Region and Town must co- operate to correct the problem since it is unacceptable for raw sewage to be discharged into Bowmanville Creek. Similar to the Beau Valley situation, approvals and construction in the Waverley Gardens and Bowmanville Heights subdivisions encompased a time frame which overlapped establishment of the Region of Durham and its member municipalities. Thus responsibility as assigned in the agreements is unclear. In some cases the Town of Bowmanville was responsible for sanitary sewer and water, in others the Region of Durham was responsible. The approach proposed in the Region's letter is consistent with its approach in other situations including that dealt with in the Beau Valley Subdivision in Bowmanville in 1983. WD -61 -84 As the required works relate to development for which lot levies were collected, it is recommended that such funds be used to correct at least part of the problem. However, in order to reduce the drain on the Lot Levy Account, it is recommended that the Town's share of correcting the problem in subsequent years be dealt with through budget discussions. There are four homes remaining to be investigated. This will be done as soon as we can contact the occupants. Approximately $20,000 will be spent by Region on investigative SAN -N -1 -1 work. We feel the work involved in eliminating the cross connections for the semi - detached homes will be difficult because of the proximity of pipes to each other in the ground. Therefore, assuming each cross connection will cost $3,000 to eliminate, a total of approximately $54,000 could be spent or a grand total of $74,000. We propose that the same cost sharing arrangement as was used in 1983 be agreed to in 1984. Namely, the Town of Newcastle and the Region of Durham would each assume 50% of the cost of the investigative work and the cross connection elimination. Because of the high number of cross connections and the high cost of eliminating them, we propose that the work be spread over two or three years starting in 1984. We have budgeted appproximately $10,500 for the actual physical work of eliminating the cross connections. Therefore, if the 50% cost sharing proposed is suitable to you, six to eight cross connections could be eliminated in 1984. Since the investigative work is virtually completed, we would invoice you 50% of the cost of this work in 1984. We would appreciate your reply at your earliest convenience. /Jw cc: W. Andrews P.
