SUBJECT: CORRESPONDENCE FROM THE MINISTRY OF
TRANSPORTATION AND COMMUNICATIONS
ADVISING OF THE STATUS OF THE TOWN'S
1984 APPLICATION FOR SUPPLEMENTARY SUBSIDY.
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received for information.
REPORT:
In March, the attached submission for subsidy was made to
the Ministry of Transportation and Communications, with a
specific request for supplementary subsidy in the amount of
$50,000® If this request were approved, the Town would
match the $50,000 to provide a total of $100,000 for
reconstruction of Mill Lane in Bowmanville. The Town's
share for this request has been budgeted in 1984.

The correspondence from the M.T.C. indicates that the
Ministry does not have supplementary subsidy funds available
to meet the Town's request. Thus, the project for
reconstruction of Mill Lane may have to be cancelled unless
savings are realized elsewhere in the non - subsidizable
portion of the Town's budget, to make up the $50,000 which
was to be M.T.C.'s share of the project. Savings within the
subsidizable component of the Town's road budget will not
affect the funds already budgeted for the Mill Lane Project
as such funds are over and above the total subsidizable
program. Thus, in order for the Mill Lane Project to
proceed in 1984, the Town would have to either fund the
total cost with no subsidy, or fund the project from savings
in the normal subsidized program. At this time there is no
indication of savings sufficient to accommodate this latter
possibility.
With respect to the $50,000 already budgeted by the Town,
this amount could either be credited to the general rate as
a saving at year end, or it could be reallocated to other
non - subsidizable activities considered worthy of funding by
the Town, or it could be transferred to a reserve in
anticipation of a similar request to M.T.C. for
supplementary subsidy in 1985.
At present, we have no firm recommendations with respect to
the Mill Lane project or the disposition of the $50,000
already budgeted. It seems self- defeating to reconstruct
roads without M.T.C. subsidy since reconstruction removes
needs from the road system and thereby reduces subsidy in
subsequent years.

Therefore, it is desirable not to proceed with Mill Lane
this year. With respect to the $50,000, Council may have
another non - subsidizable project where it would see fit to
spend these funds. Every effort will be made to accommodate
any suggestions.

"WHEREAS, the Council of the Town of Newcastle
wishes to continue to upgrade the Town's road
system and provide the necessary works to main-
tain the existing road system within the Town;
NOW THEREFORE the Council of the Town of Newcastle
approves the 1984 Public Works Budget in the amount
of $4,121,065. which is supported in part by the
1984 Ministry of Transportation and Communications
Subsidy allocation of $1,630,000.;
AND FURTHER, the Council of the Town of Newcastle
approves the submission of a request for a 1984
supplementary allocation of subsidy from the
Ministry of Transportation and Communications in
the amount of $50,000. to meet construction costs
of $100,000. for the reconstruction of Mill lane
in Bowmanville."

ROAD NEEDS STUDY SECTION 94263
This will serve as backup material for the Town's application
for supplementary subsidy on the above road section. There are
three aspects of the road in question which I feel should be
considered in assessing the justification for supplementary
subsidy.
Firstly, the road has a structural adequacy rating of one out of
twenty which attests to its deficiency. At no point along the
road's 0.4 km length can an acceptable section of road be
found.
Secondly, the road is in a predominantly urban area with houses
on both sides throughout its length. Related to the aspect of
structural adequacy is spring breakup and frost boiling which is
unacceptable in an urban area. At ti'mes the road is impassable,
consequently, maintenance costs are high.
Thirdly, although drainage deficiencies are not indicated on the
road section appraisal sheet, there is the question of the
desirability of open ditches in an urban area. The ditches are
not defined well, and pose a maintenance problem for both the
Town and adjacent property owners.
If the application for supplementary subsidy is successful, the
Town intends to reconstruct the road to acceptable standards,
both from the point of view of drainage, structural and surface
standards. Such work will be performed as a day labour project
at minimal cost. Full reconstruction by contract would cost
considerably more with the end result that such a project would
not proceed. Furthermore, there. are insufficient funds through
the normal subsidy program, and it is only by capitalizing on
supplementary funds that such projects can proceed. The Town
feels confident that it will achieve tangible benefit from its
expenditure of additional funds.
I trust that the above will assist in our application for
supplementary subsidy and I would be pleased to provide any
additional information required.

I am writing with respect to your submission for
supplementary subsidy made earlier this year, and I regret
to advise that it has not been possible to approve a
further allocation for your municipality.
You may recall that in the District Engineer's letter
advising you of your municipality's initial subsidy
allocation, it was stated that maintenance had been
allocated on the basis of an appropriate requirement for
the entire year. Only a limited amount was retained by
the Ministry to fund special non - recurring needs, and as a
consequence all requests for supplementary construction
allocation have been reviewed considering the relative
importance and urgency of the particular project.
Unfortunately, the work for which you requested additional
funds was judged not to be of sufficiently high priority
on an overall basis to warrant an allocation from the
limited funds available.
While it has not been possible to satisfy requests from a
considerable number of municipalities this year, I trust
this information will allow you to make any necessary
program adjustments to allow the best use of the
allocation already approved.
