(416) 263.2231 987.5039 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF JULY 3, 1984. REPORT NO.: WD -65 -84 SUBJECT: SIGNING DIRECTING TRAFFIC TO THE CLARKE MUSEUM AND ARCHIVES RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That the Town authorize the installation of directional signing to the Clarke Museum and Archives as indicated on the attached plan; and, 3. That the Traffic Division of the Durham Region Works Department be requested to indicate their approval of the installation of directional signs to the Clarke Museum and Archives on Regional Road 9 at locations depicted on the attached plan; and, 4. That the Director of Works be authorized to make the necessary submissions to the Ministry of Citizenship and Culture in order to have directional signs installed on Highway 35/115. 5. That upon receipt of approval of the signing plan by the Ministry of Transportation and Communication, the Works Department be authorized to supply and install directional signs on Clarke Concession Road 7 and Durham Road 9. WD -65 -84 REPORT: In 1981 discussions and Council deliberations pertaining to land exchanges, zonings, etc., related to construction of an interchange on Highway 35/115 at Kirby, the matter of directional signing for the Clarke Museum and Archives was considered. It would appear that Council did agree at that time to consider directional signs. The Museum Board would now like to have the signs installed, and in accordance with M.T.C. Policy on such matters, (see attached), the recommendations of this report are appropriate. As there is involvement of three agencies, M.T.C., the Region and the Town, it is recommended that the Town co- ordinate the required actions and, in fact, supply and install the signs on both Regional Road 9 and Concession Road 7. Costs associated with such installation would be about $300 and could be charged to the Town's Street Sign Account 7211 -X- 00422 -X. Respectfully submitted, R.G. Dupuis, P. Category The G -70, G -71 and G -72 signs shall be erected on Major Highways and Other of 2 and 4 Lane Sections of the King's Highway. Highway: (See Section 1.10 for list of Major Highways.) Location: The G -70 sign shall be located approximately 2 km in advance of the turn -off to an approved museum. This sign will show "2 km" when the museum is located on the highway, and "EXIT 2 km" when the museum is located off the highway. The G -71 sign shall be located at the approved museum and /or the turn -off lead- ing to the approved museum. These signs shall be manufactured and erected by the Ministry. • The G -72 sign shall be used on the route from the highway to the museum to provide any direction necessary for the motorist. When the sign is used at the approved museum no distance is to be indicated and an A10 -45 arrow shall be shown. NOTE: The museum shall be responsible for the manufacture and erection of this sign (G -72). Where the exit from the highway to the museum is within the limits of a City, Town, or Village and not administered by the Ministry, the Ministry will not erect any museum signs. Usage: These signs shall be used for museums which: (a) are located on or reasonably close to a section of a numbered Provincial Highway which is administered by the Ministry of Transportation and Communications. (b) the museum must be sponsored by a community organization; e.g. Historical Society, Woman's Institute, Service Club, Municipal Government, etc. To become eligible for these signs, the museum must carry out the following procedures: 1. Obtain permission from municipal council to erect the necessary "off highway" signs, (G -72). 2. Adequate legibility is imperative and the 60 cm x 180 cm maximum size G -70 and G -71 signs will accommodate only 20 letters per line showing the name. The museum name shall be abbreviated to fit into this space. 3. Locate on a map of the area, approximately where any G -72 signs should be placed. The Ministry of Transportation and Communications use this as a guide for their final plan. 4. Make application to the Ministry of Culture and Recreation, Heritage Administration Branch, 77 Bloor Street West, Toronto, Ontario. The appli- cation must be accompanied by the permission of the municipality and the map of the area. 2.05.02 Page 2 of 2 5. The Ministry of Culture and Recreation shall upon approval of the applica- tion, forward it to the Ministry of Transportation and Communications ,l (Manager, Traffic Engineering Office). 6. The Ministry of Transportation and Communications will approve plan or make necessary alterations. 7. When the Ministry of Transportation and Communications has approved the plan, the museum must then have made and erected any necessary G -72 signs. These must be of the approved design and may be manufactured by the same company which provides signs to the municipality. 8. When these signs are in place the museum shall notify the Ministry of Trans- portation and Communications, who will then erect the G -70 and G -71 highway signs. Fee: No fee is required for the erection of the G -70 and G -71 signs. The G -72 sign is the responsibility of the museum. i SIGN SPECIFICATION COLOUR MESSAGE ! The Ministry* of Transportation and Communications will use this as a guide for their final plan, but will not be responsible for the manufacture or erection of G -72 signs.
