REPORT TO THE SPECIAL COUNCIL MEETING OF AUGUST 29, 1984.
REPORT NO.: WD -72 -84
SUBJECT: CONSTRUCTION BY -LAW FOR THE INSTALLATION
OF TRAFFIC SIGNALS AT THE INTERSECTION OF
KING AND DIVISION STREETS IN BOWMANVILLE
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the attached construction by -law for the
installation of traffic signals at the intersection of
King and Division Streets in Bowmanville be passed,
executed by the Mayor and Clerk, and forwarded to the
Minister of Transportation and Communications for
approval; and,
3. That the installation be completed in 1984 by
utilizing the M.T.C. Connecting Link Subsidy allocated
for the project with the Town's share to be taken from
account No. 7205 -X- 84002 -X which has been budgeted in
1984 for this project; and,
4. That By -law 82 -56 being a by -law for a pedestrian
crossover on King Street at Division Street in
Bowmanville be rescinded; and,

5. That in this instance the tendering requirements of
the Town's Purchasing By -law be dispensed with and the
Region of Durham be requested to install traffic
signals at King and Division Street in Bowmanville on
behalf of the Town; and,
6. That a certified copy of these recommendations be
forwarded to M.T.C. with the construction by -law.
REPORT:
Since 1982, the Town has been attempting to secure
Connecting Link subsidy for the installation of traffic
signals at the intersection of King and Division Streets in
Bowmanville. Each year, the Town's share has been budgeted
and a request made to the M.T.C. for a Connecting Link
subsidy allocation. This year we have been successful and
an allocation of $45,000.00 as M.T.C.'s share has been
made.
Warrants for traffic signals have been established and the
necessary legal and technical approvals from M.T.C. have
been secured. It is, therefore, appropriate to take the
recommended actions so that the project can proceed. Total
costs are estimated at about $35,000.00, therefore, both the
M.T.C. allocation of $45,000.00 and the Town's budgeted
funds in the amount of $4,000.00 will be more than adequate.

It is also recommended that the Region of Durham be
requested to perform the installation on behalf of the Town
rather than have the work tendered. The Region has the men,
equipment, and materials available and, from past
experience, has worked for the Town at minimal cost. Also,
there is an interconnection with the King /Temperance traffic
signals required and the Region's expertise in this area is
of extreme value.
As indicated, all aspects of the project are in a position
to proceed but due to Connecting Link requirements a
construction by -law is required. It is, therefore,
recommended that the actions proposed in this report proceed
forthwith.
