(416) 263.2231 987.5039 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF NOVEMBER 5, 1984. REPORT NO.: WD-81-84 SUBJECT: INSTALLATION OF FENCE AND GATES TO CONTROL VEHICULAR ACCESS TO UNOPENED /UNIMPROVED ROADS RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That the Works Department inst, unimproved road allowances, as a) the road allowance between Concession 4 of the former b) the road allowance between Concession 9 of the former all a fence and gates on follows: Lots 2 & 3 in Township of Darlington; Lots 24 & 25 in Township of Darlington. 3. That recommendation 2, above, be subject to the condition that all abutting property owners agree with the proposal in writing. 4. That all abutting property owners be provided with complementary keys to allow them access to their lands. Page 2 REPORT NO. WD -81 -84 REPORT: In considering a similar recommendation to the above for the installation of fences and gates on the Oshawa /Newcastle Townline in Concession 6 of the former Township of Darlington, Council directed an investigation and report on the subject matter. We allowed some time to determine how the Townline Road proposal would proceed and are now satsified that it is well on its way. Fences and gates should be installed at that location before year's end. As the proposal also followed the direction taken by the City of Oshawa on road allowances with similar circumstances, and the City had experienced some problems with vandalism at those locations, we also wished to determine whether this type of proposal would fail. From discussions with staff at the City, we are satisfied that the difficulties with vandalism can be overcome provided certain provisions are made. Accordingly, we are confident that similar arrangements in the Town of Newcastle can work. With this in mind, it is, therefore, recommended that similar arrangements be made on these other two road allowances. Respectfully submitted, R.G. Dupuis, P. Eng., Director of Public Works.
