MEETING OF NOVEMBER 19, 1984.

SUBJECT: GARBAGE COLLECTION SERVICES
FOR THE 1984/85 CHRISTMAS HOLIDAY SEASON
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the Public Works Department suspend normal
residential garbage pickup in the Bowmanville urban
area during the week of December 23rd to December
28th, 1984, inclusive; and,
3. That all residential pickup be accommodated during the
week beginning December 31st through January 4th.

BACKGROUND & COMMENT:
In accordance with the Collective Agreement, the Public
Works Department will be closed to accommodate statutory
holidays from 11:00 a.m. on December 24th, 1984 to 7:00
a.m. on Thursday, December 27th, 1984, and from 11:00 a.m.
on December 31st, 1984 to 7:00 a.m. on January 2, 1985.
Public Works Staff have reviewed several alternatives in an
effort to provide efficient and acceptable garbage
collection service in the Bowmanville urban area during the
1984/85 Christmas Holiday Season.
REPORT:
One alternative, and the method used in previous years,
would be to provide full collection services on Monday
December, 24th, and Monday, December 31st, the days before
Christmas and New Years, and to provide Christmas Day,
Boxing Day, and New Years Day pick up by doubling up on
December 27th, 28th, and January 2nd. However, this can be
accomplished only by working overtime and employing
additional staff to operate a third refuse packer.
Another viable alternative would be to suspend refuse pickup
on December 24th, 25th, 26th and 31st and January 1st, and
collect in advance, for example: December 31st on December
27th, and January 1st on December 28th, and return to normal
pickup on Wednesday, January 2, 1985. However, collecting
refuse in advance of the normal pickup dates may create
confusion and residents would miss their scheduled pickup.

The recommended alternative is to suspend residential pickup
during Christmas Week, i.e., from December 24th to December
28th, inclusive, and have full pickup the following week
with New Year's Day pickup on January 2nd, 1985. It will be
necessary to provide limited commercial service during
Christmas week.
The above alternative will eliminate costly overtime, allow
sanitation workers to have a regular Christmas holiday, and
normal pickup routes will be maintained. This schedule is
also acceptable to the Region of Durham landfill operations.
Normal pickup tonnages are generally low during the week of
Christmas but are slightly higher than normal the following
week. The recommended alternative provides full service
during the period of increased tonnage. Residents will be
notified of the scheduled changes by mail service.
Residential pickup by private contractor in Orono will be
Thursday, December 27th and Newcastle Village will be
Friday, December 28th. Residents will be advised by
advertisements placed in the local newspapers.
All newspaper recycling schedules will be in accordance with
the Town's garbage collection schedule.
