REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF DECEMBER 3, 1984.
REPORT NO.: WD -84 ®84
SUBJECT: SOURCE SEPARATION OF HOUSEHOLD
WASTES IN BOWMANUILLE
RECOMMENDATION:
It is respectfully recommended:
That this report be received for information.
REPORT:.
Recycling of newspapers as a component of household waste,
was started in Bowmanville on September 24, 1984.
Concurrently, recovery of glass and tin at a depot located
at the Bowmanville Works Yard, as well as collection of
office paper from Town facilities was begun. The results,
detailed on the attached, are very encouraging.

REPORT NO. WD -84 -84
In summary, the more recent figures would indicate that
about three tons of newspaper are being recovered each week
from about four to eight percent of the households where
garbage is collected. The graphs indicate that these
amounts are on the increase. However, assuming that they
remain stable, annual tonnage of recovered newspaper would
be about one - hundred and fifty tons. At the proposed
Regional tipping fee rate of $16.75 per ton in 1985, this
would result in a saving of $2,500. per year to the Town.
It is, however, hoped that participation will significantly
increase.
Figures for tin and glass show recovery rates of about 1/4
ton of tin per week and 112 ton of glass per week. This
rate of recovery, i.e., 3/4 tons per week would result in
thirty -nine tons annually with a saving of $650. in tipping
fees. Again, it is hoped that these amounts will increase
with time, and to facilitate use of the depot at the
Bowmanville Works Yard, fencing modifications are proposed
for 1985 which will make it accessible during all hours of
the day.

REPORT NO. WD -84 -84
In discussions with the Newcastle Environment Watchers, who
have operated the Saturday morning depot at the Goodyear
Plant, it has been determined that participation there has
dropped off to the point where that operation will cease as
of December 8th. As such, Members of Council may wish to
promote the modifications to fencing at the Bowmanville
Works Yard this year.
As indicated, recycling in Bowmanville seems to be working
and Members of Council and the public should be encouraged
to continue participation.
Respectfully submitted,
y
R.G. Dupuis. P. Eng.,
Director of Public Works.
