SUB.ECT: ROAD CLOSINGS FOR HIGHWAY 35/115 IMPROVEMENTS
LOTS 18 THROUGH 21, CONCESSIONS 9 & 10, FORMER CLARKE
RECOMMENDATIONS:
It is respectfully recommended:
1. That this report be received; and,
2. That the Town of Newcastle approve the proposed road closures
in the geograhic Township of Clarke, as follows:
i) Road Allowance between Lots 22 & 23, 'Concession 9
ii) Road Allowance between Concessions 9 & 10, Lot 21,
iii)Road Allowance between Lots 20 & 21, Concession 10,
iv) Road Allowance between Township of Manvers and the
Town of Newcastle, Lot 19, Concession 10;
v) Road Allowance between Lots 18 & 19, Concession 10.
3. That The Ministry of Transportation & Communications be
advised of Council's actions.

The Ministry of Transportation & Communications have requested a
resolution from the Town of Newcastle approving, in principle, the
road closings within the Town as shown on Property Plan P-3052-11, to
assist them in the upcoming O.M.B. hearings in February. A reduced
section of the property plan P-3052-11 showing the proposed road
closures within the Town has been included as Sketch "Al , appendix to
the report.
The requested closures in the geographic Township of Clarke are as
follows:
i) Road allowance between Lots 22 & 23, (Unmaintained Road)
Concession 9;
ii) Road allowance between Concessions (Unmaintained Road east
9 & 10, Lot 21; of Hwy. 115, maintained
west)
iii) Road allowance between Lots 20 & 21, (Unmaintained Road)
Concession 10;
iv) Road allowance between the Township (Maintained Road,
of Manvers and The Town of Newcastle, Boundary Agreement
Lot 19, Concession 10; Relocation of road
allowance to accomodate
intersection)
V) Road allowance between Lots 18 & 19, (Unmaintained Road)
Concession 10.
Town staff have met with representatives of the Ministry to review the
closures and concur with their request.

Council Resolution D-70-82, previously endorsed the preliminary design
for the proposed improvements for Highway 35/I15' from Enterprise Dill
to the Mauvero border.
The only road allowance presently being maintained which will not have
access to Highway 35/115 is Concession Road 10. J\ future turn-around
will be constructed to accommodate traffic and road maintenance
equipment.

It is, therefore, recommended that the subject road oI000cea be

approved and that the M.T.C. be so advised.

Highway 115 Moved by Councillor Taylor, seconded by Councillor Prout
THAT the Council of the Town of Newcastle endorse the
preliminary design for the proposed improvements to
Highway 115 from Enterprise Hill to the Manvers border
within the Town of Newcastle, and the Ministry of
Transportation and Communications be so advised.

Re: Highway 115 Improvements
Regional Municipality of Durham
Town of Newcastle.
The enclosed Road Closing Plan for the Township of Newcastle
in the Regional Municipality of Durham (Type T, No. P-3052-11)
was prepared by this Ministry for the Ontario Municipal Board
Hearing, which will be held in February of 1988.
The Plan was prepared based on the Planning Study of
1982, and follow up design projects.
The information on the enclosed plan was presented to
your Council members and the public at the Public Information
Centre held on October 29, 1981 and on August 15, 1985.
The Regional Municipality of Durham resolution approving
the planning was received in a letter dated September 16, 1981,
and the Council of the Town of Newcastle resolution approving
the same on January 18, 1982 was received in a letter
dated January 20, 1982.
To assist us at the Hearing, please provide the Ministry
by the end of this year with the resolution approving the enclosed
plan.
