REPORT #: WD-61-87 FILE #: SUB,JECT: CLOSING OF THE REFUSE TRANSFER STATION LOCATED AT THE FORMER DARLINGTON LANDFILL SITE RECOMMENDATIONS: It is respectfully recommended: 1. That the Region of Durham be requested to rescind their decision made on Wednesday, December 2, 1987, to close the transfer station at the former Darlington Landfill Site; and, 2. That the Region of Durham operate the transfer station until at least March 31, 1988, to provide additional time for the Town and the Region to assess various other alternatives. . . .2 Page 2 Report WD-61-87 1.0 BACKGROUND 1.1 At a regular meeting of Council held on Monday, July 27, 1987, the following resolution was passed: "That the communication dated July 4, 1987 from David W. Craig, R.R. #5, Bowmanville, L1C 3K6, re. the Darlington Landfill Site and the communication dated July 7, 1987 from Elizabeth Craig, R.R. # 5, Bowmanville, Ontario, L1C 3K6 re. I. the Darlington Landfill Site, be received and referred to the Region of Durham to address their concerns; And that the Region of Durham be requested to meet with the Town to discuss a site that is accessible, cost effective and environmentally acceptable." This resolution was forwarded to Mr. C.W. Lundy, Regional Clerk on July 31, 1987. 1.2 On September 1, 1987, the Commissioner of Works for the Region submitted Report 159-87 to the Region's Works Committee dealing with the Town's resolution. This report dealt with the difficulties which have been encountered in establishing a transfer station for the disposal of household refuse for those residents not receiving regular refuse collection. The report also advised that the Darlington Landfill Site was closed on August 15, 1987 and that a transfer station was opened at the Darlington Landfill Site on August 17th. This transfer station was to operate for a three month trial period until mid November, 1987. . . .3 Page 3 Report WD-61-87 1.3 On November 24, 1987, the Commissioner of Works for the Region submitted Report 228-87 to the Region's Works Committee dealing with the closure of the transfer station. The report recommended that the transfer station established at the Darlington Landfill Site, for a three month trial period, be closed, on Thursday, December 31, 1987. This recommendation was approved by Regional Council on Wednesday, December 2, 1987. 1.4 On Monday, December 7, 1987, Town Council received a petition from numerous residents protesting the closing of the transfer station at the former Darlington Landfill Site. 2.0 THE PROBLEM The problem created by this action of Regional Council is that it has not dealt successfully with the Town's request made on July 27, 1987 to meet with the Town to discuss a site (for a transfer station) that is accessible, cost effective and environmentally acceptable. 3.0 COSTS AND ALTERNATIVES 3.1 On Tuesday, December 8, 1987, a meeting was held with Jack McCorkell, Director of Operations for the Region to discuss this issue and clarify some of the points made in the November 24th Commissioner's Report to the Region's Works Committee. . . . .4 Page 4 Report WD-61-87 3.2 COSTS Based on the three month operation of the transfer station located at the former Darlington Landfill Site, the following conclusions can be made: An average of thirty vehicles a day made use of the site. The estimated refuse which would be taken to the site for a one year period is 2,324 tonnes. The estimated annual charge to the Town for "tipping fees" for the disposal at the refuse (based on a tipping fee of $18.07/tonne) is $42,000. The estimated annual cost to the Region, to operate the transfer station, over and above the tipping fees at $42,000. is $48,730. The total annual cost of operating the transfer station is therefore about $90,730. i Based on a usage of thirty vehicles a day, the cost per vehicle is about $10.60. . . . .5 Page 5 Report WD-61-87 3.3 ALTERNATIVES Following are some alternatives to the operation of a transfer station at the former Darlington Landfill Site: 1. Establish a transfer station at another location; 2. Use the Cartwright transfer station; 3. Use the Oshawa transfer station; 4. Use the Laidlaw Sanitary Landfill Site; 5. Provide refuse collection to the residents who now have a need for the transfer station. 4.0 CONCLUSION The closing of the transfer station at the former Darlington Landfill Site is premature until such time as the Town and r the Region have fully addressed the various other alternatives. . . .6 Page 6 Report WD-6187 5.0 RECOMMENDATION It is recommended that the Region be requested to rescind the decision to close the transfer station at the former Darlington Landfill Site and that the transfer station be kept open until at least March 31, 1988.
