That Report WD-56-87 be received; and, 2. That the Quality Standard for Guide Post maintenance be approved. . . .2 Page 2 Report WD-56-87 BACKGROUND: Communication dated July 10, 1987, was received from Mrs. S. Siomra of R.R. # 2, Blackstock, requesting the Town to replace missing guide posts on the Ninth Concession Road of Darlington near her residence. Council Resolution C-607-87 directed that the request be put in the work assignments with a subsequent report to the G.P.A.C. REPORT: i The guide post replacement requested by Mrs. Siomra as well as the replacement of other damaged and deficient guide posts was completed during the week of July 20, 1987. This work was accomplished utilizing a crew of summer employees. As well, the Public Works Department Engineering Student was assigned the task of preparing a complete inventory of all guide post and guide post installations within the Town noting the specific location, the condition, and the number of posts in each installation. This assignment was completed in late August with the listed summary for Committee's information. . . .3 Page 3 Report WD-56-87 Guide Posts Division I 5,791 metres Division III 2,337 metres Guide Rail Cable Division I 2,204 metres Division III 1 ,959 metres Guide Rail Beam Division I 509 metres Division III 600 metres A map has been prepared indicating the locations of all guide rail and guide post installations. It is felt that the basic information will form the foundation for a regular inspection and replacement program. DTG:jco October 26, 1987 Attachment THE CORPORATION OF THE TOWN OF NEWCASTLE PUBLIC WORKS DEPARTMENT QUALITY STANDARD FOR GUIDE POST MAINTENANCE Major Objectives: To provide and maintain guidance to vehicular traffic where vehicles leaving the travelled roadway would be subject to a hazard which may cause excessive property damage and/or bodily harm. To define sharp curves, high fill areas or other hazardous locations. The level of service for guide post maintenance shall be in accordance with the following: All guide post installations to be inspected annually with required inventory update; The top of the posts shall not be out of alignment with the general line of posts by more than 8 em; Posts out of plumb by more than 8 cm shall be straightened; Posts shall be sound and solidly placed in the ground; All single missing and deficient posts to be replaced on an annual program basis; Posts damaged as a result of motor vehicle accidents to be replaced as soon as practicable following receipt of the accident report; Reflective strips in clean reflective condition shall be maintained on each end post and every third to fifth post as required; Posts shall not be painted but maintained in a natural state; Major damage or guide post deficiencies causing hazard to the travelling public to be replaced as soon as practicable. R. #2, Blackstock, LOB 180, regarding the replacement of rails located over a ravine on a sharp turn on the road in front of her lot be received and referred to the Director of Public Works to be put in the work assignment forthwith and subsequent report to the General Purpose & Administration Committee.
