REFUSE COLLECTION SERVICE - BOWMANVILLE URBAN AREA
RECOMMENDATIONS:
It is respectfully recommended:
1. That Report WD-46-87 be received; and,
2. That the refuse collection service in the Bowmanville Urban Area be
awarded to a private contractor as per the recommendation of Report
TR-53-87.

REPORT:
Tenders were called for Refuse Collection and Disposal for the Bowmanville
Urban Area. These bids were received and are included in Report TR-53-87.
For the Bowmanville area, the annualized cost of the low bid would be
$228,827.88 (12 x 19,068.99).
Actual cost of collection and disposal in Bowmanville in 1984, 1985, and
1986 were $265,729.00, $281,515.00, and $302,710.00, respectively. The 1987
Budget taking into account additional travel time to the Brock West Landfill
Site was set at $376,297.
If Town staff are to continue providing collection in Bowmanville, it would
require the purchase of two side loading, one-man packers, at a capital cost
of approximately $200,000.00 and the budget for 1988, providing the one-man
packers were in operation, would be approximately $300,000.00 to go to the
local landfill site, or $450.000.00 to go the Brock West Landfill Site in
Pickering.
Presently, the garbage collection service is being operated with one
leadhand, one truck driver and a combination of labourers, part-time
labourers and students as hoisters. It is proposed that if the decision to
contract is made, the existing staff involved in the operation would be
reallocated to other Public Works activities. This would be consistent with
the intent of the Collective Agreement which does not allow contracting out
if it results in layoff.

The low bidder is presently under contract with the Town for collection and
disposal services in Newcastle Village and Orono and to date have been
providing good service.
Tenders related to garbage collection in the Courtice Urban Area are
presently under consideration to be reported at a subsequent meeting.
It is, therefore, recommended that the refuse collection service in the
Bowmanville Urban Area be awarded as per the recommendation of Report
TR-53-87.

disposal in downtown Bowmanville are considered to be included in the lump
sum price per month for Tender T87-14.
