SUBJECT:
INSTALLATION OF GATES AND FENCES ON UNIMPROVED ROADS
RECOMMENDATIONS:
It is respectfully recommended:
1 . That Report WD-38-87 be received; and,
2. That the request from the property owners on Clemens Road (the road
allowance between Lot 8 & 9, Darlington) south of Concession Road 6;
on Cedar Park Road (the road allowance between Lot 14 & 15 Darlington)
south of Concession Road 6; and on West Townline Road south of Durham
Regional Road 3, to have gates installed across the roadway to
restrict access, be approved, subject to the respective property
owners providing the Director of Public Works with a letter of
concurrence of property owners affected, and,
3. That the costs incurred be charged to Account # 7209- "Summer
Maintenance Road" of the Public Works Budget.

REPORT:
Requests have been received from property owners on Clemens Road and Cedar
Park Road south of Concession Road 6 and on West Townline Road south of
Durham Regional Road 3, to have gates installed on these sections of
unimproved roads to restrict access. The cost per gate is estimated to be
$450.00.
Past experience has shown that the installation of gates reduces the
occurence of vandalism, damage from the operation of four wheel drive
vehicles and motorcycles, as well as the dumping of garbage on the roadside.
The cost of installing the gates is, therefore, offset with generally lower
maintenance requirements.
The letter of concurence of the affected property owners with respect to the
request to gate West Townline Road south of Durham Regional Road 3 has one
name missing. Mr. Mark Hancock has not signed the letter to indicate that
he was agreeable to allow the municipality to install a gate on this road,
however, during a telephone conversation with Mr. Hancock on May 22, 1987,
Mr. Hancock indicated that he was in fact receptive to having gates
installed on Townline Road as long as the Town would agree to allow Ontario
Hydro to attach an Ontario Hydro sign and lock on the gate after the
installation. Ontario Hydro accesses a transmission line from this road and
Mr. Hancock believes that the Ontario Hydro sign on the gate may command
more respect from the intruding public.
When the gates are installed, the affected property owners are to be issued
with keys for the lock so they can access their lands at their convenience.

It is, recommended that the requests to have gates installed on Clemens
Road, and Cedar Park Road south of Concession Road 6, and on Townline Road
south of Durham Regional Road 3, be approved, and that the cost of
installing gates be charged to Account # 7209 "Summer Maintenance Roads".
