SUPPLEMENTARY SUBSIDY ALLOCATION FROM THE M.T.C.

RECOMMENDATIONS:
It is respectfully recommended:
1. That this report be received; and,

2. That a project in the amount of $365,000.00 be undertaken for the

reconstruction of Baseline Road from Soper Creek westerly and that the
cost of said works be charged to Account #7205-87003, as approved in
the 1987 Budget.
REPORT:
The 1987 Roads budget includes a project for the reconstruction of Baseline
Road in Bowmanville from Soper Creek to Liberty Street in the amount of
$525,000.00.

The financing of the $525,000.00 project was contingent on receiving
$180,000.00 supplementary funding. The financing of the Baseline Road
reconstruction project as approved in the budget consisted of $82,500.00
from the tax levy, $82,500.00 regular M.T.C. subsidy, $180,000.00 from
M.T.C. supplementary funding and a matching $180,000.00 from the Industrial
Reserve Fund.
For the last two years, M.T.C. has granted $50,000.00 supplementary funding
to the Town for the Baseline Road reconstruction project and the remaining
dollars required for the works were drawn from the Industrial Reserve Fund.
In 1987, in recognition of the importance of upgrading this major industrial
access road to the Town, staff have been able to convince M.T.C. to at least
double their previous years ' funding to $100,000.00 (see attached letter
from M.T.C. regarding the supplementary funding).
It is recommended that the Town match the supplementary funds being offered
by M.T.C. from the Industrial Reserve Fund and do a $365,000.00
reconstruction project which will extend from Soper Creek westerly to Warf
Road.
The financing of the $365,000.00 project would then consist of $82,500.00
from the tax levy, $82,500.00 regular M.T.C. subsidy, $100,000.00 from
M.T.C. supplementary funding and a matching $100,000.00 from the Industrial
Reserve Fund.
In order to complete the project to Liberty Street in subsequent years, a
road widening and sight triangle is required on the south east corner of
Liberty Street and Baseline Road East. If there were to be a development
proposal put forth on the lands on the southeast corner of the intersection,
a road widening and sight triangle would be acquired at no cost at that
time.

The lands on the southeast corner of the intersection are presently zoned
special purpose commercial . Negotiations are also ongoing with M.T.C. to
purchase the corner lot for intersection improvements.

Re: 1987 Supplementary Subsidy Allocation
The Honourable Ed Fulton, Minister of Transportation and
Communications has authorized a supplementary subsidy
allocation for your Municipality in the amount of $100 ,000
for construction.
This allocation, which has been approved after reviewing
the data in your Road Needs Study, is for Baseline Road
Reconstruction and may not be used for other subsidizable
work.
The balance of your Municipality' s supplementary subsidy
request was noted but in xiew of .overall priorities and
the availability of Ministry funds for 1987, no further
approval could be given.
This allocation is given with the under-standing that
expenditures made thereunder will be -in accordance with
present Ministry policy.
The approval of the Ontario Municipa=r oard shall be
obtained before any expenditure is authorized or work
commenced which will be financed by the issue of
debentures or monies raised in years subsequent to the
term of the present Council. .
Please note that municipalities are no longer exempt from
the provisions of the Environmental Assessment Act. This
Act requires that subsidy must be withheld from municipal
projects unless the municipality complies with its
Crequirements.

TREASURER'S REPORT
I hereby certify that the financing source proposed in Report WD 40-87 is valid
and that funds in the amount of $100,000 will be made available from the
Industrial Development Reserve Fund subject to Councils' approval of this project.
Balance in the Industrial Development Reserve Fund as at June 2, 1987 is $325,544
