STREET LIGHTING UPGRADING - NEWCASTLE VILLAGE
RECOMMENDATIONS:
It is respectfully recommended:
1. That this report be received; and,
2. That the Town of Newcastle agree to pay for fifty percent (50%) of the
cost of updating the illumination system on Highway # 2 in the Village
of Newcastle in conjunction with the Highway # 2 Reconstruction
Project from Cemetery Road to Graham Creek; and,
3. That the Town of Newcastle agree to assume responsibility for the
operation and maintenance, including energy charges for the upgraded
illumination system; and,

4. That the estimated Town's share of $25,000.00 be included in the 1988
Capital Budget; and,
5. That the M.T.C. be advised of the Town' s position on the above items.
REPORT:
In 1986, Highway # 2 was reconstructed from west Townline Road to Courtice
Road.
In 1988, Highway # 2 is scheduled to be reconstructed from Courtice Road to
Regional Road 57.
The reconstruction of Highway # 2 from Cemetery Road to Graham Creek is
currently being designed and may be constructed as early as 1988. The
street lighting from the area of the Nursing Home to North Street west of
the Village, and from the area of the Firehall to the Hole in the Wall is
considered deficient by the M.T.C.
Ministry Policy calls for deficient lighting to be updated or removed
in conjunction with reconstruction projects. The Ministry prefers no
lighting to deficient lighting. When lighting is updated, Ministry Policy
requires a resolution of Council from the local municipality agreeing to a
fifty-fifty cost sharing arrangement for the construction costs and an
agreement by the local municipality to assume the system and maintain it at
the municipality's cost. The Town is currently paying for the maintenance
of the present system.

The Town is now in a position to take one of two courses of action:
i ) The Town agrees to cost share the construction cost of the updated
illumination on a fifty-fifty basis, as well as to assume the ongoing
maintenance of said system; or,
ii ) The Town may instruct M.T.C. not to update the illumination at this time
in which case the existing lighting will be removed and not replaced and
in the future if the municipality chooses to install illumination, the
municipality would have to fund the entire project.
It is recommended that Option # 1 be approved. For further information,
attached is correspondence from M.T.C. 's design consultant requesting
direction of Council .

Dear Sir:
This is further to our meeting in your office on December 5, 1986.
As discussed, the illumination system on Highway 2 in the village of Newcastle will
be updated during the re-construction of Highway 2.
The illumination system shall be installed under a 50/50 cost sharing agreement as
outlined in Ministry Directive B-6.
The construction cost has been estimated at $50,00000 of which your share will be
$25,000.00. However, the final costs will be based on actual quantities and tendered
prices.
Further, it is the intent that the Town of Newcastle will be responsible for the
operation and maintenance, including energy charges for the illumination system.
Please provide a "Resolution of Council' to this effect, indicating that the Town
of Newcastle agrees to assume their portion of financial responsibility for update
of the lighting in the village of Newcastle.
A reply of your earliest possible convenience will be appreciated.
