DATE: MARCH 16, 1987.
REPORT #: WD-24-87 FILE #:
SUBJECT: 1986 ROAD NEEDS STUDY UPDATE
RECOMMENDATIONS:
It is respectfully recommended:
, )A-tl
That this report be received for information.
The Town's participation in the Ministry of Transportation and
Communications subsidy program requires preparation of a Road Needs Study
and annual updating of that study. Through the annual update, an accurate
representation of the condition of the Town' s road system is maintained so
that a fair rate of subsidy will be provided.
The identification of new roads maintained by the Town as well as the
identification of new deficiencies or changing road status are carried out
annually during a review of the Town' s road system by M.T.C. and Town staff
during spring break up.

Report No. WD-24-87
The 1986 Update has been completed and a summary of the factors reviewed is
contained in Section 2 of the report.
The Road Needs Study and the appraisal sheets are utilized as resource
documents for schedules and design considerations as they relate to our road
maintenance and reconstruction programs. Table 1 (a) provides summaries of
the road system by surface type and by road function. Table 1 indicates
that the Town has 231 .4 kilometers of gravel roads and 467.3 kilometers of
paved roads and 60.8 kilometers of earth roads in the Town's system. Table
1 (b) shows that only 35.2 kilometers of roads in the Town' s system are curb
and gutter urban section roads.
Table 2 is a summary of the recorded ten year' s needs associated with the
Town's roads and bridge system.
Appendix A provides various costing information for the various types of
reconstruction and appendices B,C,D and E summarize and inventory the
various road sections, bridges and railway crossings in the Town, providing
details as to such things as traffic volumes, surface type, and type and
cost of improvement required. Each of the components in these charts has a
reference number which is identified on the maps in the envelope at the back
of the report.
For further information regarding the needs study update, please be
encouraged to contact the Public Works Department.
Respectfully submitted, Recommended for consideration
