REPORT NO. : WD-8-85 SUBJECT: 1984 ROAD NEEDS STUDY UPDATE RECOMMENDATION: It is respectfully recommended: That this report be received for information. REPORT: The Town' s participation in the Ministry of Transportation and Communications subsidy program requires preparation of a Road Needs Study and annual updating of that study. The philosophy is that through an annual update, an accurate representation of the condition of the Town' s road system will be maintained so that a fair rate of subsidy will be provided. Furthermore, it is intended that the Municipality use the Needs Study and the priorities established in it, to assist in orderly scheduling of road reconstruction projects. . . .2 Page 2 REPORT NO. WO-8-85 The Needs Study was updated in 1984 and a summary of the factors reviewed is contained in Section 2.0, Road System. From this review total Now + 1-5 year needs were increased by about $325,000. This does not necessarily mean that the condition of the Town' s road system has worsened but rather indicates that we have identified needs which were not previously recognized. The Ministry will be requiring a major update in 1985 which will hopefully pick up all needs on the complete road system. With respect to the report itself, it is considered a valuable resource document. Page 3 provides summaries of the road system by surface type and by road function. To select a few excerpts, it is noted from Table 1 that the Town has 397.9 kilometres of gravel roads in the system. The 1983 update showed 412.3 kilometres of gravel road for a decrease of about 16 kilometres. Amongst other points, Table 2 shows about 28.2 kilometres of purely urban road in the Town' s system. Page 4 summarizes needs associated with the Town' s road system indicating that ideally, $44 million should be spent in the ten year period to bring the system up to standard. Unfortunately, we have only about ten percent of that amount available through subsidy. Thus, due to lack of Provincial funding, the Town's road system will continue to deteriorate. Table 4 on Page 4 illustrates how needs have increased since 1980. . . .3 Page 3 REPORT NO. WD-8-85 Appendix A provides various costing information for the various types of reconstruction undertaken by the Town. For example, Table A.1 on Page A2 illustrates that the type of reconstruction contemplated on Baseline Road east of Liberty Street in Bowmanville, i .e. , two lane urban arterial with storm sewers, costs about $430,000. per kilometre. Appendices B, C, and D summarize and inventory the various road sections, bridges and railway crossings in the Town, providing details as to such things as traffic volumes, surface type, and type and cost of improvement required. Each of the components in these charts has a reference number which is identified on the maps in the envelope at the back of the report.
