1985 PUBLIC WORKS EQUIPMENT RATES
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the 1985 Schedule of Equipment Rates , as
recommended in Report WD-4-85, be approved.

BACKGROUND:
General Purpose and Administration Committee Resolution
88-85 referred Report WD-4-85, 1985 Public Works Equipment
Rates, for a more detailed report and further dialogue.
Concerns were expressed by Committee in respect to interest
earned on invested funds and interest not being credited to
the Fleet Reserve. As well , suggestions that if the rates
remained the same, the Public Works Department would be able
to perform more work for the same expenditure.

REPORT:
The Treasury Department has advised that interest earned on
invested funds is shown as Investment Income Account Number
6540, and is used to offset total budget expenses. If the
interest earned on the Fleet Reserve portion of the money
invested was redirected to the Fleet Reserve, it would serve
to increase the amount of fleet reserve, but reduce the
investment income portion of the revenue budget. Using an
approximate residual value of $400,000. in the Fleet
Reserve, invested at nine percent (9%) , the income would
be approximately $36,000. per year. This amount translates
into about one percent (1%) on the tax rate, so in theory,
the tax rate would be increased by that amount to realize an
interest credit to the Fleet Reserve.
The revenue required to operate and maintain the fleet is
obtained from the equipment rates which are applied to the
activities and projects that utilize the equipment. These
activities may be categorized in the non-subsidizable,
fifty percent (50%) , eighty percent (80%) , ninety percent
(90%) , and one-hundred percent (100%) , subsidizable range;
i .e., sidewalk maintenance, snow plowing, bridge and culvert
maintenance, connecting link maintenance, and work for
others.
By reducing the rental rates, the revenue from subsidizable
activities would be reduced and this alternative is
considered undesirable by individuals involved in municipal
fleet management. In general , fleet management personnel
feel that the maximum rental rates established by the M.T.C.
are not adequate to purchase, maintain and operate a
fleet. Fleet managers like the Town of Newcastle are
extending the replacement periods for vehicles in an attempt
to reduce the annual replacement purchase costs. The
private rental rates for similar equipment far exceeds the
M.T.C. rates.

In 1985, staff propose to redirect a portion of the
Division 1 Yard maintenance costs, as well as the Public
Works Clerk' s salary, to the Fleet Overhead portion of the
budget. This would reduce the Public Works Overhead Budget
by approximately $15,000. and would account for the
expenditures more accurately. The same rationale being
applied to this proposal is that money derived from
subsidizable activities provides the revenue to accommodate
overhead and garage maintenance costs.
If the Town were to approve lower equipment rates, they
would be taking a chance on losing subsidizable funds in a
year when the subsidy allocation was not maximized.
In the future, Committee and Council may wish to redirect
any surplus funds from the equipment reserve to finance
other expenditures. Ultimately, the Town would be losing
flexibility in fleet and financial management.
It is, therefore, recommended that the 1985 Public Works
Equipment Rates, as proposed in Report WD-4-85, be
approved.

2. That the attached 1985 Schedule of Equipment Rates be
approved.
BACKGROUND:
Each year, the Town of Newcastle' s Public Works Department
updates its Schedule of Equipment Rates to conform to the
Ministry of Transportation and Communications Directives
MRA-135, maximum subsidizable rates for municipally-owned
equipment. The rental rates are established "door-to-door"
and are applied on an hourly basis.

The definition of subsidizable time is the recorded time
from when the machine leaves its base to do productive work
in a subsidizable activity until it returns to base, or
otherwise ceases to be part of the productive equipment
required to perform that activity.
REPORT:
The Ministry Directive provides rates for all of the various
pieces of equipment available to municipalities which can be
viewed at the Public Works Offices. From this Directive, a
schedule of equipment rates applicable to the Town of
Newcastle has been prepared. The revised rates , which are
about five percent (5%) greater than 1984 rates, reflect
increased depreciation allowance, insurance, repairs, fuels,
interest and overhead costs, but do not include operator
costs. As garbage packers are not utilized on activities
normally subsidized by the M.T.C., staff are recommending
that the 1985 rates for these units remain unchanged. The

1985 rates are equal to the 1983 rates. When decisions are
finalized in respect to major upgrading of the garbage
collection fleet, the rates will need to be further reviewed
at that time.
