REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF MARCH 3, 1985.
REPORT NO. : WD-15-85
SUBJECT: SNOW REMOVAL FROM BOULEVARDS AT
SCHOOL CROSSING GUARD LOCATIONS.
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That under the direction of the By-law Enforcement
Officer, snowbanks on the boulevards at school
crossing guard locations be removed by individuals
employed occasionally by that Department for
enforcement of By-law 78-119, the snow removal by-law.
3. That the costs for the activity of removal of
snowbanks on the boulevards at school crossings be
charged to the sidewalk maintenance account
7212-249-402-9, for the remainder of the 1984-85
winter season.
4. That the effectiveness of the proposal and associated
costs be monitored and appropriate budget allocations
be made in 1986.

REPORT:
By Council Resolution C-65-85, passed on January 28, 1985,
staff were directed to review and report on the matter of
snow shovelling in Crossing Guard areas . Various
alternatives were considered as follows:
It was thought that the least costly method of removing snow
in the crossing area would be to provide -the guards with
shovels so that excessive snow buildups could be removed at
the appropriate time. While this, short of its unpopularity
with the guards, would be the easiest method, it was felt
that the Town could fall into the situation of long term
worker' s compensation claims. Due to the age of some of the
guards, injury to backs, etc., is a strong possibility.
Another method of removing the snow would be to have the
Town's sidewalk maintenance contractor perform the task.
There are problems with this approach in that costs would
likely be high, direction as to when and where snow should
be removed would be difficult, and there could be a
perception that the Town had developed a practice of
removing snow on sidewalks at intersections.
The proposal suggested in the recommendations of this
report appears to provide the easiest method of dealing with
the question of snow removal at Crossing Guard areas.

The need for removal can be brought to the attention of the
By-law Enforcement Officer by those directly involved, the
guards, and it can be assessed and dealt with appropriately.
Rather than through a contract, snow would be removed on an
as needed basis which provides for more flexibility.
Finally, this approach, for the remainder of this winter
season, will permit the proposed method to be monitored with
respect to cost and effectiveness. As the budget has not
included a specific item for this activity, funds can be
derived from the sidewalk maintenance account for this year.
The methodology suggested in this report has been developed
co-operatively between the Works and Clerk' s Departments,
and it is recommended that it be adopted by Council .
