ENG., DIRECTOR HAMPTON,ONTARIO TEL.(416)263.2231 LOB 1J0 987-5039 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF MARCH 18, 1985. REPORT NO. : WD-22-85 SUBJECT: M.T.C. REQUEST FOR REDESIGN OF THE COBBLEDICK/STATION/ROWS STREET INTERSECTION TREATMENT PROPOSED AS PART OF THE HIGHWAY 35/115 RECONSTRUCTION PROPOSAL. RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That Council concur with the request of the Ministry of Transportation and Communications respecting a redesign of the Cobbledick/Station/Rowe Street intersection proposed as part of the Highway 35/115 reconstruction proposal subject to the following: a) All construction costs of the proposal to connect Rowe Street to Station Street and eliminate the connection of these former two streets to Cobbledick Street to be borne by the M.T.C.; v �l Page 2 REPORT NO. WD-22-85 b) Design for this proposal to include provision for correction of a minor drainage problem which exists in this area; C) All costs for closure by by-law of the existing Station/Rowe Street road allowance connecting to Cobbledick Street to be borne by M.T.C. ; Any public objections to the above road closing by-law to be resolved jointly by the Town and M.T.C. ; and, 3. That the Ministry of Transportation and Communications be requested to provide written concurrence with the above. REPORT: The attached correspondence and sketching provides background to the above recommendations. Initially, the reconstruction proposals at Cobbledick/Station/Rowe Street in Orono included ramps to and from Highway 35/115 at Cobbledick Street with a new connection of Station and Rowe Streets to Cobbledick Street just to the west. This concept is illustrated on M.T.C. ' s Exhibit 1. Exhibit 2 depicts the same configuration but relocates a private entrance to Curveply to a location further removed from the interchange with Highway 35/115. Exhibit 3 shows the same information but proposes elimination of the Station/Rowe Street connection to Cobbledick Street. . . . .3 Page 3 REPORT NO. WD-22-85 As explained in the Ministry's letter, this latter proposal will provide an operationally safer condition at the interchange with Highway 35/115. Potential conflicts and accidents between vehicles exiting from Highway 35/115 and vehicles using the Cobbledick/Station/Rowe Street intersection will be eliminated. Some out-of-way travel will be imposed on residents on Rowe Street, however, the added safety factor makes the change desirable. An examination of where these residents might be oriented would suggest that the regular user would only use the original connection on the odd occasion. Traffic using Rowe Street during events at the arena and fair grounds would, however, experience more inconvenience. To accommodate this request from M.T.C. will require closure of part of the original road allowance by the Town. Through the statutory requirements for road closings, i .e. , advertising and hearing of objections at Council , a determination of the desirability of the proposal will be available prior to a final decision being made. If sufficient objections are expressed, Council can either have the Ministry take actions to alleviate the objections, or decide not to proceed with the closure. . . . .4 Page 4 REPORT NO. WD-22-85 There are some drainage problems in the area and this proposal provides an opportunity to have them corrected. In fact, through the construction of a connection between Rowe and Station Streets, we may be able to extend the area of construction to include more substantial lengths of both these streets. In consideration of the above discussion, it is recommended to proceed as indicated in the recommendations of this report. As noted previously, through the road closing procedure, Council will have the option of not proceeding if objections arise. Respectfully submitted, ;yr s, P. Eng R.G. Dear Sir, Re: Highway 35/115 Improvements Mill Street to Regional Road 4 W.P. 7-79-13 Proposed Revision to Cobbledick - Rowe Streets The Planning proposal for Cobbledick Street at Highway 35/115 was revised as a result of negotiations between Mr. McClarren, Mr. J. Dunham of the Town of Newcastle, and possibly an M.T.C. Planning representative. The design was revised accordingly, as shown on Exhibit No. 1. During the detail design, we have relocated the access to the factory on the south side of the intersection of Cobbledick Street and Highway 35/115 as this will greatly improve truck operations and the safety of this intersection. (See Exhibit No. 2.) Although the safety of the intersection was somewhat improved, the access of Rowe Street to Cobbledick Street still poses a safety problem, in our opinion. The potential for an accident is there, and the probability of an accident will increase with traffic volumes and time. cont'd/. . .2 The Town of Newcastle -2- February 22, 1985 We are, therefore, proposing that the Rowe Street entrance to Cobbledick Street be closed. The local traffic will experience some out of way travel, but the improved geometry and, thus, safety are worthy of consideration. (See Exhibit No. 3.)
