RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the Town of Newcastle adopt the Ontario
Provincial Standard Drawings and Specifications for
use in its construction projects; and,
3. That Mr. P.C. Ginn, P. Eng. , District Municipal
Engineer, M.T.C. , be so advised and provided with a
copy of this report.

REPORT:
Over the past several years, a joint committee of the
Municipal Engineers Association, Ministry of Transportation
and Communications, Ministry of the Environment, and other
involved bodies, has been preparing a set of Ontario
Provincial Standard Drawings and Specifications. This task
was undertaken in an attempt to provide one set of standards
which could be used universally. At present, there are
countless sets of standards which makes any consistency in
the construction of municipal services impossible. It is
hoped that with time the Ontario Provincial Standard
Drawings and Specifications will replace these.
All municipalities and the Town should support this
endeavour which will in the longer term tend to reduce
design and construction costs. A single universally
accepted set of standards and specifications will
significantly reduce the number of options available in the
construction industry which cannot help but reduce costs.
It is recognized that a transition period will be required,
therefore, the Town' s own set of drawings and specifications
will still be required. Adoption of the Ontario Provincial
Standard Drawings and Specifications for use does not
preclude the Town 's using either its own standards or other
suitable standards where required. It is , therefore,
recommended that they be so adopted.

IN APRIL 1984 , THE MINISTRY OF TRANSPORTATION &
COMMUNICATIONS STARTED TO-DISTRIBUTE THE NEW ONTARIO PROVINCIAL
STANDARDS.
THE ASSOCIATION HAS GIVEN FULL SUPPORT TO THE MINISTRY
OF TRANSPORTATION & COMMUNICATIONS, THE MINISTRY OF THE ENVIRONMENT
AND THE MUNICIPAL ENGINEERS ASSOCIATION IN THEIR EFFORTS TO DEVELOP
A SET OF STANDARDS WHICH HAVE THE POTENTIAL TO GAIN UNIVERSAL
ACCEPTANCE THROUGHOUT ONTARIO. IT IS OUR HOPE THAT UNIVERSAL
ACCEPTANCE WILL BE ACHIEVED BECAUSE WE BELIEVE THAT IT WILL PROVIDE
MANY ADVANTAGES TO OWNERS , CONSULTANTS AND CONTRACTORS INCLUDING THE
OPPORTUNITIES TO INCREASE BUILDING QUALITY, REDUCE COSTS AND ENHANCE
CONTRACTUAL UNDERSTANDING BETWEEN ALL PARTIES .
THE PURPOSE OF THIS LETTER IS TO MAKE YOU AWARE THAT THESE
DOCUMENTS ARE NOW AVAILABLE AND TO JOIN WITH THE MINISTRY OF TRANSPORTATION
& COMMUNICATIONS AND THE MINISTRY OF THE ENVIRONMENT IN URGING YOU TO
SERIOUSLY CONSIDER THEIR ADOPTION IN YOUR REGION.
