SUBJECT: SUPPLEMENTARY SUBSIDY ALLOCATION FROM THE
MINISTRY OF TRANSPORTATION & COMMUNICATIONS
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That a project in the amount of $200,000. be
undertaken for the Reconstruction of Baseline Road in
Bowmanville, from Liberty Street easterly.

REPORT:
The 1985 Roads budget included a project for reconstruction
of Baseline Road in Bowmanville from Liberty Street,
easterly. The project was established on the basis of
supplementary subsidy for which application for $150,000.

Relevant data was provided to the Ministry with the hope
that the Town would be granted the full $150,000. subsidy
which with our own $150,000 from the Industrial Reserve
would result in a fairly respectable project in the
industrial area. However, we have been successful in
receiving only $50,000. supplementary subsidy as confirmed
in the attached letter.
The Town is now in a position to take two courses of action:
a) Match the $50,000. supplementary subsidy for a $100,000.
reconstruction project;
b) Utilize the $50,000 supplementary subsidy and the
$150,000. already budgeted for the Town's originally
anticipated share, for a $200,000. reconstruction
project.
Since the improvement which could be achieved with $100,000.
is minimal , it is being recommended that the second option
be pursued. Council may, however, wish to provide alternate
direction in this matter.

There has been some discussion about input from local
industry to the road reconstruction project. It is unclear
as to what type of input they can provide since funding will
be established, design criteria and standards are very
specific, and it is obvious which areas have the greatest
need of repair. Notwithstanding these constraints, we will
certainly address the drainage, boulevard and entrance
problems and access problems during construction in the area,
and discuss the implication of the project on individual
industries where they exist.

Dear Mr. Oakes:
Re: 1985 Supplementary Subsidy Allocation
I am pleased to advise that I have approved a supplementary
subsidy allocation for your Municipality in the amount of
$50,000 for Construction.
This allocation, which has been approved after reviewing the
data in your Road Needs Study, is for Baseline Road and may
not be used for other subsidizable work.
This allocation is given with the understanding that expenditures
made thereunder will be in accordance with present Ministry policy.
The approval of the Ontario Municipal Board shall be obtained
before any expenditure is authorized or work commenced which
will be financed by the issue of debentures or monies raised
in years subsequent to the term of the present Council.
Please note that municipalities are no longer exempt frora the
provisions of the Environmental Assessment Act. This Act
requires that subsidy must be withheld from municipal projects
unless the municipality complies with its requirements.
With this further approval, the funds allocated to your DII-;-r FHDLJTI0N
Municipality now total $1,747,000.
