MEETING OF JUNE 17, 1985.
REPORT NO. : WD-42-85
SUBJECT: M.T.C. PROPOSAL FOR REDESIGN OF THE
COBBLEDICK/STATION/ROWE STREET
INTERSECTION AT HIGHWAY 35/115, ORONO
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the Ministry of Transportation and Communications
be advised that based upon the negative response
indicated at the Ministry' s public Information Centre
held May 15, 1985, the Town of Newcastle does not
support the Scheme "B" proposal for reconstruction of
the Cobbledick/Station/Rowe Street intersection at
Highway 35/115 in Orono; and,
3. That further to the above, the M.T.C. be requested to
continue design and construction on the basis of
Scheme "A" as originally proposed.

REPORT:
WD-22-85, March 18, 1985, presented an M.T.C. proposal for
redesign of the subject intersection which would close off a
connection of Rowe and Station Streets to Cobbledick Street ,
and thus remove a direct access from Highway 35/115 to the
fair grounds and create out-of-way travel . Council had some
concern for public acceptance of the proposal and requested
M.T.C. to have a public forum prior to a decision being
( made. A public information centre was conducted by M.T.C.
on May 15, 1985 for this purpose, the results of which are
summarized on the attached. It is obvious that the majority
of attendees favoured Scheme "A" , i .e. , the original
proposal , therefore, the Town should support that scheme.
It is, therefore, suggested that M.T.C. be advised
accordingly through the recommendations of this report.

Based on the conditions as set out in the letter of
March 28, 1985, the Public Information Centre was held by this
Ministry on May 15, 1985, in the Town of Orono.
The results show that 87.50 of the attendees preferred
Scheme "A". For more details, please see the enclosed letter
( from our Consultant summarizing the results of this Information
Centre.
Would you please advise us as to which of the schemes
you wish the Ministry to include in the Contract.

MINUTES — PUBLIC INFORMATION CENTRE
Time and Place: 5:30 P.M. to 8:00 p.m. , Wednesday, May 15, 1985
at Orono Town Hall
Purpose: To present an alternative to the present Cobbledick/
Station/Rowe/Hwy 35/115 intersection design
Two schemes for the reconstruction of the above mentioned intersection were
presented, these being:
Scheme A — retaining the present intersection in its present location
and configuration, with the Highway 35/115 widening requiring
only minor radius improvements.
Scheme B — intersecting Highway 35/115 with Cobbledick only, closing
off the Rowe and Station street intersection with Cobbledick,
( with minor improvements to the Rowe Street to Station Street
turn.
These two schemes were presented as being equivalent alternatives.
Results
Total Number Signing Register = 61
Total Number of Comment Forms Submitted = 48
Comment Forms indicating a preference for Scheme A = 42 (87. 57)
Comment Forms indicating a preference for Scheme B = 6 (12. 57)
