MEETING OF JUNE 17 , 1985.

SUBJECT: BOWMANVILLE BUSINESS CENTRE
PROPOSAL FOR ERECTION OF
FLAGS ON STREETLIGHT STANDARDS
IN DOWNTOWN BOWMANVILLE
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That subject to concurrence of the Newcastle Hydro
Electric Commission, the Town approve of the B. I.A.
installing flags mounted on streetlight standards in
downtown Bowmanville, provided that all costs for
installation, maintenance and spring and fall erection
and removal are borne by the B.I.A. , and,
3. That the B.I .A. and Newcastle Hydro Electric
Commission be so advised.

REPORT:
The attached correspondence has been received from the
Bowmanville B.I.A. requesting the Town 's approval for the
subject flag installations. In order that Members of
Council are aware of all relevant facts, Mr. George Webster,
chairman of the B.I .A. and Mr. Morley Watson of the
Newcastle Hydro Electric Commission were contacted. From
Mr. Webster it was determined that:
1. Flags would be about 8'x 4' in size, mounted to
overhang the road.
2. The Mounting mast would be located just below the
streetlight arm to maximize visibility, minimize
interference with the other streetscape and the
visibility required for traffic safety, and reduce
accessibility to vandalism.
3. The B. I.A. would be prepared to pay costs associated
with installation and maintenance, if required, to do
SO.
( 4. There would be a central support bracket halfway down
the flags to prevent them from becoming tangled.
From Mr. Watson of the Newcastle Hydro Electric Commission,
it was found that:
1. Even though the flags are a large size, they should
not cause structural damage to the streetlight poles.

2. Due to the proximity of the flags to street lights,
they would likely create shadows.
3. The Hydro Electric Commission does not have funds
available for installation and maintenance of the
flags.
4. The Hydro Electric Commission would be reluctant to
have to regularly untangle and straighten the flags.
In consideration of the above, it is felt that provided an
appropriate agreement can be reached between the Town, Hydro
Electric Commission, and the B.I .A. , the installation should
be approved. Concurrence of the Hydro Electric Commission
is recommended since that is the most logical body to
perform installation and maintenance. The Town is not
equipped for the task, nor are Town staff qualified to work
in proximity to the street light wiring. Agreement by the
B.I.A. to pay associated costs is recommended since neither
the Town nor the Hydro Electric Commission has funds
budgeted for such activities. The streetlight maintenance
component of the Town 's budget is already strained and there
are no other appropriate accounts to which such activities
can be charged. Assuming these matters are agreed upon, it
is recommended that the installation proceed.
NOTE: The Newcastle Hydro Electric Commission has advised
that this matter will be discussed at a meeting of
the Commission on Thursday, June 13th, thus, their
position will be available when this report is
discussed at Committee.

Dear Mr . Dupuis
This summer it is our hope that arrangements can be made to
install horizontal flag mounts on the vertical section of the
overhanging light standards in the downtown. After discussions
with the Mayor , who is Council ' s representative to our organ-
ization, the Board of Management have decided to proceed by
first obtaining your approval for this initiative. It is
recognized that the poles belong to the town, and that they
are your responsibility, as Director of Public Works .
The hardware involved (a horizontal flag hanger , support rod
and corner anchor ) would be strapped to the poles using stain-
less steel, in order that the poles would not be damaged. The
actual installation of this hardware would be done by the New-
castle Hydro Electric Commission.

Area. I believe the sketch and comments to be self-explanatory.
I wonder if we might discuss this matter on Monday at
the Council Meeting?

The enclosed is an artist ' s impression of
what the main street will look like if the
B . I .A. are permitted to hang Ontario flags
on the light standards . We have written
Morley Watson and Ron Dupuis to elicit their
support.
Will you let me know if you or council have
any objections . The B . I .A. will take care
that the fastenings etc . will in no way
mark the poles . It is a costly undertaking
but it certainly should add some excitement to
the downtown landscape
