MEETING OF JUNE 17, 1985.

SUBJECT: PRESTONVALE ROAD RECONSTRUCTION
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the Director of Public Works be authorized to
proceed with an extraordinary maintenance project on
Prestonvale Road from Highway # 2 south to Bloor
Street; and,
3. That all expenditures be in accordance with the 1985
Budget allocation, Account # 7205-X-85001-X for
Prestonvale Road.

BACKGROUND:
Prestonvale Road from Highway # 2 southerly, has been a
matter of concern to local residents and Town staff for some
time. The road needs study, Section Number 99099, for
Prestonvale Road, rates the road in the now category and
recommends reconstruction to an urban standard complete with
storm sewers. Based on the study $50,000 was allocated in
the 1985 Public Works Budget for land acquisition and
design, and a further $250,000 in 1986, and $300,000 in
1987, to complete reconstruction to Bloor Street.
REPORT:
Presently, development in the Courtice urban area is
occuring in the Bloor/Townline and Nash Road/Tooley Road
area with no immediate indication of activity in the
Prestonvale Road area. Future servicing of the land in the
Prestonvale area will cause major disruption to portions of
the Prestonvale Road and it appears to be premature to
proceed with design and land acquisition to reconstruct the
road to an urban standard. As an alternative to this major
construction project, staff have reviewed the immediate
requirements for a satisfactory road and recommend that
Committee and Council consider a major maintenance project
using accepted maintenance techniques to restore the road
surface to a reasonable level of service with an estimated
life expectancy of five to ten years. This type of
restoration would answer the immediate concerns of the
residents in respect to road surface and reduce the annual
surface maintenance and patching costs.

The proposed extraordinary maintenance project to restore
Prestonvale Road would include the following:
Installation of perforated subdrains and minor
ditching and drainage improvements to remove water
from road base;
Pulverizing existing asphalt surface adding 3/4"
crushed gravel and reshaping to uniform cross section;
Application of a double surface treatment using High
Float Emulsion and HL4 Granular first pass, 3/8" stone
chip final course.
The proposed project would utilize approved contractors,
rental equipment and Town forces. The estimated cost to
perform this work is $50,000, an amount equal to the budget
allocation for design and land purchase.
It is, therefore, respectfully recommended that the Public
Works Department be authorized to proceed with the upgrading
of Prestonvale Road from Highway # 2 to Bloor Street.
