REPORT NO. : WD-49-85 SUBJECT: CORRESPONDENCE FROM THE CENTRAL LAKE -- ONTARIO CONSERVATION AUTHORITY REQUESTING DIRECTION FROM THE TOWN WITH RESPECT TO AN EROSION CONTROL PROJECT AT THE COBURN PROPERTY IN LOT 6, CONCESSION 3, OF THE FORMER TOWNSHIP OF DARLINGTON. RECOMMENDATION: It is respectfully recommended: j 1. That this report be received; and, 2. That subject to the agreement of the property owners to pay fifty-five percent (55%) of the actual cost of the erosion control project, the Town request C.L.O.C.A. to proceed with it; 3. That staff be authorized to enter discussions with the property owners and C.L.O.C.A. . . . .2 Ut G GI) Page 2 REPORT NO. WD-49-85 REPORT: In 1983, staff at both the Town and C.L.O.C.A. were requested by the Coburn family, who reside on the south side of Soper Creek where it crosses the road allowance between Lots 6 and 7 in Concession 3 of the former Township of Darlington, to provide protection from erosion at the curve in the creek adjacent to their home. At that time neither the Town nor C.L.O.C.A. had funds available for the work. { However, C.L.O.C.A. has since included $2,000. in their program and is requesting direction from the Town. The Town has not become financially involved in such works in the past, especially on private property, and does not have funds for such work. Incidentally, at this point in time, the extent and estimated cost of the work is unknown. Since funds (45% of the cost) are available, the Town should request C.L.O.C.A. to proceed if the benefitting property owner is prepared to pay their share of the cost of the work. Dupuis, Director of Public Works, Corporation of the Town of Newcastle, Department of Public Works, Municipal Building, Hampton, Ontario, LOB 1J0 Dear Mr. Dupuis: Subject: 1985 Authority Capital Projects, Town of Newcastle Please be advised that the Authority has received provincial approval to undertake an erosion control project on Soper Creek at the Coburn property in Lot 6, Concession 3 of the Town of Newcastle (former Darlington Town- ship) . The property owner has in the past approached the Authority for assistance to undertake the required works. Consequently, the project has been adop- ted by the Authority and $2,000. has been included in the Authority's 1985 budget for the proposed works. If the project proceeds, the Town as bene- fitting municipality would be responsible for 55% of the actual project cost. You may wish to recover a portion of the cost from the property owner. hi order to proceed wi tii t'ne work, Lfie Authority must receive a request from the Town of Newcastle. If the Town is interested in having this work done, you may want to contact the property owner to determine if whatever arrangement you propose to fund the municipal portion is acceptable.
