REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF JULY 15, 1985.
REPORT NO. : WD-50-85
SUBJECT: ACCEPTANCE AND RELEASE OF STAGE 1
(REBECCA COURT, PAMELA COURT AND
AVI COURT) IN THE RILLS OF LIBERTY NORTH.
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the Director of Works provide East Woodbridge
Developments Limited with a "Certificate of
Acceptance" for the works constructed in Stage 1
(Rebecca Court , Pamela Court and Avi Court) in the
Rills of Liberty North, in accordance with Paragraph
51 of the subdivision agreement.
3. That in accordance with Paragraph 54 of the
subdivision agreement between the Town and East
Woodbridge Developments Limited, a Certificate of
Release be provided to the owners.
4. That reductions in the letters of credit currently
held by the Town for works in Stage 1 of the Rills of
Liberty North be processed by Town staff.

REPORT:
The southerly three courts in the Rills of Liberty North
have been constructed for some time and have been on
maintenance, in accordance with the subdivision agreement,
for in excess of the required two years. There were a few
deficiencies of concern to Town staff, however, they have
been rectified. The quality of the top course of asphalt
was questionable, however, over the past year and a half, it
has stablized and is performing well . Furthermore, we have
written assurances from the developer' s soils consultant
that the pavement will perform in a normal fashion and have
a normal life expectancy. We had concern over the
structural plate culvert on Pamela Court, however, it has
been reviewed with representatives of M.T.C. ' s structural
office who have verified its integrity. A substantial heave
and crack was evident at one location on Pamela Court. The
area has been excavated, and the organic materials found
have been replaced with granular materials and a new section
of hot mix pavement.
There are a few minor cleanup items which should be
performed to improve the appearance of the development.
Winter sand should be swept from the road surface, weeds
along the roadside should be cut, and three cable guiderail
should be tightened. It has been agreed with the developer
that Town staff will perform these minor maintenance items
to our satisfaction and invoice East Woodbridge.

Since all of the developer's actions toward acceptance and
release of Stage 1 of the Rills of Liberty North have been
completed, it is now appropriate that the Town issue the
necessary documents to implement same.
