I REPORT NO. : WD-58-85 I SUBJECT: SPEED LIMIT ON OLD SCUGOG ROAD BOWMANUILLE HERITAGE ESTATES i RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That the speed limit on Old Scugog Road from Regional Road 57 to 1200 metres northerly be posted as 50 kilometres per hour, in accordance with the Highway Traffic Act for a built up area; and, 3. That the associated cost of installing the signs be assessed against the developer's contribution to improve Old Scugog Road. I i . . . .2 U t CL) Page 2 REPORT NO. WD-58-85 REPORT: The Public Works Department has received several requests to reduce the speed limit on Old Scugog Road abutting the Bowmanville Heritage Estates Development. The present unposted speed limit is 80 kilometres per hour. In accordance with today's standards and criteria the road surface is recognized as narrow and deficient, and a reduced speed limit would be in order. The authority to sign this section of road comes from the Highway Traffic Act, Section 82-16, which states that no person shall drive a motor vehicle at a greater rate of speed than 50 kilometres per hour on a highway within a city, town, village, police village, or built-up area. This section of Old Scugog Road will certainly be considered a built-up area when all phases of the development are complete. The homes already occupied are generating additional vehicular and pedestrian traffic. Concerns have been raised by the residents with respect to the safety of children waiting for school buses, etc. Public Works Staff have discussed this matter with the Region of Durham' s Traffic Division and the Police Department who concur with these recommendations.
