REPORT NO. : WD-61-85 SUBJECT: STOP SIGNS AND AMENDMENTS TO THE TOWN'S THROUGH HIGHWAY BY-LAW (BY-LAW 75-23) RECOMMENDATION: It is respectfully recommended: I 1. That this report be received; and, �I 2. That stop signs be relocated at the following locations: a) Nash Road to become the through road at Varcoe Road, with Varcoe Road the stop condition; b) Nash Road to become the through road at Hancock Road, with Hancock Road the stop condition; 3. That By-law 75-23, being a by-law to designate certain Highways within the Town of Newcastle as "Through Highways" be amended as follows: a) former Clarke Township, Concession Road 1, to become the through road at Morgans Road with Morgans Road the stop condition. . . . .2 U1. C$� Page 2 REPORT NO. WD-61-85 REPORT: From time to time Members of Council and the Works Department receive requests to have stop signs at intersections changed to re-orient the stop condition. In some cases, the request is invalid based upon traffic volumes and other considerations such as visibility or accident experience, and no change is made. In other cases, the request is valid and a change is desirable. To date, we have been holding such changes, anticipating the preparation of a new Through Highway By-law for all roads in the Town. A draft by-law has been prepared for about a year, however, due to the need for a thorough review and associated time required, the draft has not been finalized. It was thought that students could be employed to assist, however, strong familiarity with the Town's road system and traffic patterns is required. Finalization will therefore rest with senior Works Department Staff. In the meantime, there are a few situations which should have more immediate attention. Nash Road traffic presently stops at Varcoe Road in Courtice, but with all of the development occurring in the area, traffic demands suggest a reversal . A detailed check of the existing Through Highway By-law shows that, in fact, Nash Road is to be the through road even though the stop signs do not provide for same. This may have occurred as a result of the signs installed by former Darlington Township not being reoriented at the time of passing of By-law 75-23. .. . .3 Page 3 REPORT NO. WD-61-85 Stopped traffic on Nash Road at Hancock Road is experiencing problems with visibility due to the fact that the Hancock Road alignment is offset at that location. Stopped vehicles must edge partially through the intersection in order to see whether there is approaching traffic in the opposing direction. As at Varcoe Road, By-law 75-23 provides for reversal of the stop signs as would be desirable at this location. At Morgans Road, traffic on Concession Road 1 must stop in both directions as provided by stop signs placed in accordance with By-law 75-23. A request has been received to reverse this situation on the basis that the higher volume of traffic uses Concession 1. Traffic counts taken as part of the 1985 Needs Study Update bear this fact out, therefore, reversal of the signs, and an amendment to By-law 75-23 as stipulated on the attached schedule, would be appropriate.
