REPORT NO. : , WD-62-85 SUBJECT: STREET NAME BY-LAW i RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That the recommendations in Works Department Report WD-31-85 be approved. BACKGROUND: On May 6, 1985, Report WD-31-85, was presented to the General Purpose and Administration Committee recommending that the latest draft of the Street Name Map, Schedule ' A' , and the Street Name Inventory, Schedule 'B' , be officially approved by By-law. Resolution GPA-302-85 instructed staff to consider a numbering system for the roads in the municipality outside the urban areas. It was understood that the numbering system was not to be considered as a house numbering system or street address system but as a method of naming rural roads. . . . .2 Page 2 REPORT NO. WD-62-85 Resolution GPA-301-85 amended Schedules 'A' and ' B' to recognize concerns relative to Ochonski Road and Lambs Road. REPORT: Public Works Staff met with His Worship, Mayor Rickard to discuss and consider alternatives to the Street Name Map as presented. It was recognized that a straight numbering system of roads, i .e. , Road One, Two, or Three, is indeed a simple method of naming roads and provides the uninformed traveller with a general sense of direction. However, the present system of road numbers already offers confusion within the municipality. Often people using the geographic description of Lots and Concessions for property neglect to use, or are not familiar with, former Township names. It is felt that further confusion to the travelling public will result if additional numbering of the north/south road allowances between lots is introduced. Numbers used for Concession Roads running east and west would conflict with numbers used for line roads running north and south. The Regional Roads in the municipality are also numbered. For example: Regional Road 4, referred to as Taunton Road, is the Fourth Concession Road in Oshawa, the Fifth Concession Road in Darlington and the Sixth Concession Road in Clarke. The Regional Road designation ends at Highway 35/115 where the road then becomes Concession Road 6 to the east. Also, the Sixth Concession Road of Darlington becomes the 7th Concession of Clarke which then becomes Regional Road 9, east of Highway 35/115. ... .3 Page 3 REPORT NO. WD-62-85 It may be interesting to note that the Ministry of Transportation and Communications, who initiated this street name review by request in 1978, have installed improperly named Clarke Line 3 and Clarke Line 4 signs, on the recently reconstructed portion of Hwy. 35/115, referring to Concession Road 3 and Concession Road 4, Clarke. Consideration was given to naming the north/south line roads starting on the east with Clarke Line 1 , being the road allowance between Lots 2 and 3, and escalating to Clarke Line 17, the road allowance between Lots 34 and 35, and similarily in former Darlington Township. It was noted that Clarke Line 4, Newtonville Road, is already numbered Regional Road 18 from Kendal to Newtonville; Clarke Line 14 is part of Regional Road 17 and Highway 35/115; Darlington Lines 3,4, and 5, form part of Regional Road 14; Darlington Line 7 and 8 partly make up Regional Road 57; and, parts of Darlington Line 14 and 15 make up Regional Road 34. i As suggested, Works Staff have discussed the street naming and numbering methods with Whitby Public Works Staff. All Whitby Streets including the Concession Roads have been given proper names of historical and local significance, wherever possible. It is staff' s understanding that when the Town of Whitby annexed the former Whitby Township prior to Regional Government, a system of numbering was initiated by the Fire Department in conjunction with the Planning and Public Works Departments, whereby fire numbers were assigned to each residence in the former municipality. These numbers were also used to designate mailing addresses. The street names remained the same. Homes in the 5th Concession were in a 5000 series while those in the 6th Concession were in a 6000 series. Page 4 REPORT NO. WD-62-85 It was not the intention of the Street Name Report to address the methods or requirements of house numbering. The Town of Whitby Street Name Map, complete with house numbers, is available for review in the Public Works Office. Considering all the information and input obtained to bring the Street Name Map to its present state, Public Works Staff recommend that the special historical and local significance names, as presented, be incorporated in a Street Name By-law, in order that a Street Name Signing Program may be initiated, and a foundation established for a house numbering system. It is fully recognized that there may be some debate as to family names, length of residence, contributions to the community, etc. , however, the names proposed are based upon the most reliable information available, and, over a period of years will be generally accepted.
