SUBJECT: PETITION FROM NEWCASTLE CONDOMINIUM
CORPORATION NO. 2 ON MARTIN ROAD
BETWEEN ALONNA STREET-AND DURHAM ROAD
57 REGARDING PARKING RESTRICTION.
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That Newcastle Condominium Corporation No. 2,
represented by Mr. D.A. Timms, be advised that for
reasons of safety and maintenance, the Town does not
consider it advisable to lift parking restrictions on
Martin Road between Alonna Street and Durham Road 57.

REPORT:
The Town's By-law for control of Parking (By-law 79-1)
specifies parking restrictions on Martin Road as follows:
a) between Baseline Road and Alonna Street, no parking on
the west side at any time;
b) between Alonna Street and Durham Road 57 , no parking
either side at any time.
For the section south of Alonna Street, the existing
restriction is appropriate from the point of view of
maintenance. Prevailing winds are from the west which,
during winter months, results in large accumulations of snow
on Martin Road and a need for some area to deposit it. The
gravel shoulder on the west side of the road, when unimpeded
by parked cars, provides such an area. Also, to be
considered is the fact that, the residences on the east side
have direct access to Martin Road and provision of street
parking.
The section north of Alonna Street abuts townhouse
development which has reverse frontage. Through the
development agreement, sufficient on-site parking facilities
were to be provided. However, the trend today seems to be
towards more than one car in a family which results in the
dilema faced by Newcastle Condominium Corporation No.2.

From the Town' s viewpoint, and this has been borne out by
contact from the Police Department, parking on the east
side, north of Alonna, presents a safety hazard. There is a
large hill to the north presenting restricted visibility
which could result in an accident should a northbound
vehicle, attempting to travel around parked cars, encounter
a southbound vehicle. Insofar as the west side of the road
is concerned, the same problems with respect to snow removal
and storage exist as do on the section south of Alonna.
In view of the above, it is recommended that the petitioners
be advised that accommodation of their request is
undesirable.

Dear Mayor Rickard and Members of Council :
I am writing this letter on behalf of the residents of 72 Martin Road
(N.C.C. #2) who have signed the attached petition.
Recently the Town has installed "No Parking" signs on the East side of
Martin Road adjacent to our townhouse complex. Parking is always a
problem in a townhouse complex such as ours and since the "No Parking"
signs were installed our parking problems have skyrocketed. People
who were regularly parking on Martin Road are now parking in our
visitors lot or in front of their unit. Parking in front of the units
creates a safety hazard for our children. It is similar to stepping
out from behind a parked car on the roadway. Using the vistors lot
creates problems for our visitors who now have to park a block or more
away, if they can find a spot at all .
For these reasons, we respectfully request your consideration to revise
the parking by-law and allow parking along this roadway.
We realize that snow removal is always. a problem and we acknowledge the
fact that cars would have to be moved during snow removal operations,
but this only represents a few days out of the year. Surely we can be
allowed to park on the roadside at other times.
Please also note that the west side of Martin Road is marked "No Parking."
This is a gravel shoulder where cars can pull off the road entirely. A
suitable alternative may be to allow parking on this side of the road.
