REPORT NO. : WD-67-85 SUBJECT: RECYCLING ACTIVITIES RECOMMENDATION: i It is respectfully recommended: I 1. That this report be received; and, 2. That Awards of Merit be given to individuals who have been active in recycling in the Town of Newcastle at the beginning of the Council Meeting of October 14, 1985; and, I 3. That in recognition of the Town of Newcastle being active in recycling, a tree, of the species utilized in newsprint, be planted in Soper Creek Park, by the Mayor and Council at a time convenient to them; and, 4. That Council authorize staff to arrange for depots for recycling of glass, tin and newsprint in Orono and Newcastle Village. . . . .2 Page 2 REPORT NO. WD-67-85 REPORT: Committee and Council , in considering proposals for Recycling Week and recycling in general , have directed staff to investigate certain areas, namely, Awards of Merit, planting of a symbolic tree, and placement of depots in areas of the Town, other than Bowmanville. With respect to Awards of Merit, Durham Recycling has received nominations and is in the process of submitting a list to the Town. At the time of writing this report, the list had not been received but it will be provided when being considered by G.P.A.C. It is suggested that such awards be made at the next Council Meeting so that timing is not too far removed from Recycling Week. Planting of a symbolic tree is something which can be done at this time of year and a location at Soper Creek Park has been suggested. Such a tree, which might be dedicated by the Mayor and Council , could be placed in an area where it would not interfere with activities carried on in the park. The timing of this activity is at Council 's discretion. The question of placement of depots for recycling of glass , tin and newspaper outside the Bowmanville area has been investigated and Durham Recycling advises that they have access to two bin installations. Since Newcastle Village . . . .3 Page 3 REPORT NO. WD-67-85 and Orono have the highest concentration of population outside Bowmanville, it is suggested that the depots be placed there. In Newcastle Village, the depots can either be placed at the Town parking lot on the east side of Mill Street or in one of the far corners of the fire station. The fire station is probably a more secure area, however, recycling activities may be considered to interfere with the Fire Department. Similarly, in Orono, the depots could be placed at either the Orono Fire Station or the Works Depot. i Similar considerations will be taken into account before a depot is placed in Orono. Recycling is proving to be viable and the Town' s ongoing participation in a program is desirable. It is, therefore, recommended that the above steps be taken to reinforce this position.
