SUBJECT: GARBAGE COLLECTION SERVICES FOR THE
1985/86 CHRISTMAS HOLIDAY SEASON
RECOMMENDATIONS:
It is respectfully recommended:
1. That this report be received; and,
2. That the Public Works Department suspend normal residential pickup
in Bowmanville during the period of December 25th, 1985 to January
1, 1986, inclusive; and,
3. That all residential pickup be accommodated the week commencing
January 2, 1986.

BACKGROUND AND COMMENT:
In accordance with the Collective Agreement, the Public Works Department
Will be closed t0 dCCUm00ddt8 statutory holidays from 11 :00 a.m. 00 December
24th, 1985, t0 7/00 a.m. OO Friday, December 27th, 1985, and from ll :OO d.0.
on December 31St, 1985 to 7 :00 a.m. on January 2, 1986. Public Works Staff
have reviewed several dlt8rDdtiY8S in an 8ffVt t0 provide efficient and
acceptable garbage collection service in the 80#NdnYille urban area during

the 1985/86 Christmas Holiday 5edSOU.
REPORT:
One alternative, and d method used prior to the 1984/85 Christmas S2dS0O
would be t0 provide full collection S8rViCfg on Tuesday, December 24th, and
Tuesday, December 31St, the days before Christmas and New Years, and t0
provide Christmas Day, 80XiUg Day and New Years Day pickup by doubling Up On
December 27th, 80th, and January 2nd. However, this can be accomplished
only by working overtime and employing additional staff t0 Operate a third
(
refuse packer.
Another alternative would be t0 suspend refuse pickup on December 24th,
25th, 20th, 31St and January l5t, and collect in ddVd0Ce, for example:
December 31St OU December 30th^ and January 13t on December 28th, and return
to normal pickup OO Thursday, January 2, 1986. However, collecting refuse
in ddVdOC8 Of the D0r0dl pickup dates may create C0DfU3i0O and residents
would N138 their scheduled pickup. This also creates overtime and
additional Staff i3 required t0 operate d third refuse packer.

The recommended alternative is to suspend residential pickup during
Christmas Week, i .e. , from December 25th, 1985 to January 1st , 1986,
inclusive, and have full pickup the following week with New Year' s Day
pickup on January 2nd, 1986. Downtown commercial garbage will be collected
in accordance with the revised garbage routes, as usual , on Monday.
The above alternative, and the one used in the 1984/85 Christmas Season,
eliminates costly overtime, allows sanitation workers to have a regular
Christmas holiday, and normal pickup routes will be maintained. This

schedule is also acceptable to the Region of Durham landfill operations.
Normal pickup tonnages are generally low during the week of Christmas but
are slightly higher than normal the following week. The recommended
alternative provides full service during the period of increased tonnage.

Residential pickup in Orono and Newcastle Village will be provided on
Friday, December 27th, 1985, by private contractor, and on Thursday, January
2nd and Friday, January 3rd, respectively, by Town Forces.

Residents will be notified of the scheduled changes through the newspaper.
All newspaper recycling schedules will be in accordance with the Town' s
garbage collection schedule.
