RECOMMENDATIONS:
It is respectfully recommended:
1 . That Report WD-29-87 be received; and,
2. That By-law 86-112 being a by-law to establish a street .name map and a
street name inventory for roads in the Town of Newcastle be amended to
incorporate the names of the newly constructed streets as indicated on
the attached street name inventory; and,
3. That By-law 86-112 be further amended to incorporate proposals
#1 ,2,3,4,5,6,7,8 & 9 presented herein; and,
4. That By-law 86-112 be further amended to change Saunders Court to
Saunders Avenue as per previous Council direction; and,
5. That a copy of the Street Name By-law as amended be forwarded to the
Region of Durham, Newcastle Fire Department, Canada Post, Ambulance
Services and Durham Regional Police for their information.

REPORT:
The Town of Newcastle Street Name Map is currently being updated to include
new roads and streets that have been constructed since the last road map
update in October of 1985, have been added as summer maintenance roads by
Council resolution, were previously omitted as shown in error or were listed
with inaccurate spelling or limits.
There are also some proposed street name changes presented for Council ' s
consideration and direction.

An inventory of street names indicating the recommended changes and
additions is attached.
1 . The first proposed name change was requested by residents on Gravel
Pit Road. It is located between Lot 22/23 north of Highway 2 in
Concession 2, 3, 4, and 5. The extension of this road south of
Highway 2 is Rundle Road and those residents that complained about
the name Gravel Pit Road have indicated that they are in favour of
renaming it "Rundle Road".
2. The second proposal is for the Stevens Road which runs south off
Taunton Road, between Lots 6 & 7 Darlington to be renamed Bethesda
Road to match the road running north off Taunton at this same
location. The change is being proposed to eliminate the duplication
of names which exists with the first road running east off of
Regional Road 57, north of Highway 2.
3. It has been suggested that the section of the South Service Road
extending easterly from Bennett Road and leading into the Wilmot
Creek Development be renamed Wilmot Creek Road.

4. It has been suggested that the road between Taunton Road and Highway
35/115 between Lot 26/27 Clarke, on which the Orono Co-op is situated
be renamed Co-op Road.
5. The fifth proposal involves the renaming of the section of Simpson
Avenue, which is located south of Highway 401 , to Port Darlington
Road. Port Darlington Road would be a more descriptive name ( i .e.

the road to Port Darlington) and would reduce some of the confusion
by eliminating one of the three separate sections of Simpson Avenue.

6. It is recommended that Townline Road South, located south of Highway 2
as an extension of Regional Road 42, be renamed Darlington-Clarke
Townline to be more descriptive and to be consistent with that portion
of the Townline north of Regional Road 42.
7. It is recommended that a section of road previously omitted from By-law
86-112 and located between Lots 4 & 5 in Concession 7, Darlington, be
named Aked Road as per Mrs. Aked' s request.
8. The eighth proposal is to rename the section of what is now known as
Varcoe Road north of the point where Varcoe Road swings easterly through
the development, to eventually link up with Tooley's Road, to Old Varcoe
Road. Discussions were held with Mrs. Adamkovic of 112 Varcoe Road (the
property immediately north of where Varcoe Road swings easterly)
regarding this proposal . The proposed name of Old Varcoe Road seemed
acceptable if the name Varcoe Road was not possible. The main concern
was to get it set and no more changing. Discussions were also held with
Mr. Adamkovic regarding his concerns with respect to street names. Mr.
Adamkovic indicated that, although he would prefer the name of the
section of Varcoe Road in question to remain as Varcoe Road, a road name
such as Old Varcoe Road would be acceptable since it still had Varcoe in
the name. Mr. Adamkovic wanted assurance that proper street name
signing would be installed at the intersection of Old Varcoe Road and
Varcoe Road to ensure that the police and fire departments would be able
to find their way.

9. If the address numbering system presently being used in Bowmanville,
Newcastle Village and Courtice are to be maintained, the following
additional street name changes are proposed. The numbering system
presently being used is a continuation of the system used in the years
before the formation of the Town of Newcastle and the Region of Durham.
It is noted that in some instances there are inconsistencies even within
the same urban area. The numbering of Church Street in Bowmanville, for
example, is westerly from George Street; Concession Street is numbered
east and west of Liberty Street and King Street is numbered east and
west of Temperance Street. The numbering of Mearns Avenue, Liberty
Street and Lambert Street is north and south of King Street while the
numbering of Division Street, Temperance Street etc., is north from
Queen Street. It is noted that although the street name signs do not
indicate it, the addresses on most of these streets are known as Beaver
Street West or Emily Street East or King Street East, etc.
The numbering system in place other than in the settlement areas is
north from the lake and east from West Townline Road.

BY-LAW 87-
THE CORPORATION OF THE TOWN OF NEWCASTLE
being a by-law to amend By-law 86-112, being a by-
law to establish a street name map and a street name
inventory for roads in the Town of Newcastle.
WHEREAS the Corporation of the Town of Newcastle deems it expedient to =—
amend the street name map and street name inventory for roads in the
Town of Newcastle;
AND WHEREAS such street name map and street name inventory establishes
an official name for all improved roads and those unimproved roads
which receive summer maintenance and are included in the Road Needs
Study for the Town of Newcastle;
NOW THEREFORE BE IT ENACTED as a by-law for the Town of Newcastle as
follows:
1. The street name map of the Corporation of the Town of Newcastle
shall be as set out in Schedule 'A', attached hereto;
2. The street name inventory of the Corporation of the Town of
Newcastle shall be as set out in Schedule 'B', attached hereto.
By-law read a first and second time this day of 1987.
By-law read a third time and finally passed this day of
1987.
