SUB,ECT: APPLICATION FOR OFFICIAL PLAN AMENDMENT
LAIDLAW LANDFILL SITE

RECOMMENDATIONS:

It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-285-87 be received; and
2. THAT Staff be authorized to engage the services of Gartner Lee to an upset
figure of X2,500.00, to undertake a review of the technical submissions
prepared by Henderson, Patton and Associates Ltd. and Morrison Beatty Ltd.
in respect of application for official plan amendment 86-77/D.
BACKGROUND AND COMMENTS:
As Council is aware, the Town has been asked, by the Region, to comment on an
application for Official Plan Amendment in respect of a proposed landfill site
located in Part of Lots 11 and 12, Concession 3, geographic Township of Clarke. Thiti
application has been supported by detailed technological background material, the
evaluation of which is beyond the expertise of Staff. Accordingly, we feel that it
is appropriate to engage the services of a Consulting Firm with particular expertise
in the area of landfill sites to provide an independent appraisal of the submissions.

Staff have had preliminary discussions with the firm of Gartner Lee which is
currently conducting Hydrogeological investigations for the Town in the
Courtice Area. This firm also has prior experience in reviewing landfill sites
within the Durham Region.

Accordingly, we are respectfully recommending that Staff be authorized to
re-allocate up to $2,500.00 from our Consulting Services Budget, previously set
aside for preparation of Hamlet Development Plans, in order to avail ourselves
of expert opinions relative to the supporting documentation in respect of the
subject application for Official Plan approval.
