PLAN 10M-797 - PART LOT 34, CONCESSION 2, DARLINGTON
TEMPORARY ACCESS
RECON9MENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-286-87 be received; and
2. THAT the Town of Newcastle would have no objection to the southerly
relocation of the required temporary access. Furthermore, said tempor~.ry
access shall be constructed and maintained to the satisfaction of the Town
of Newcastle.
BACKGROUND AND COMMENT:
Staff would note that within draft Plan of Subdivision 18T-84029, Condition No. 7
as provided through the Region of Durham stated as follows:
"THAT the Owner shall provide and maintain a Temporary Access shown as
Block 148 on the draft plan or alternatively, a more southerly Temporary
Access shall be provided and maintained to the satisfaction of the Town of
Newcastle."
Staff would note that during the review of the draft plan, a more southerly
location for the Temporary Access was not submitted for consideration by the
applicant. Accordingly, the conditions of draft approval, as considered by
Council, endorsed the location of the Temporary Access in the more northerly
location.

Staff would note that the developer has requested consideration of the
relocation of the access and further noted the area as approved, would remain
open providing the flexibility for the provision of the required roadway.
In consideration of the development of the property, Staff would have no
objection to the use of a more southerly location, noting that any appropriate
applications necessary to delete the location of the local road would be
submitted for Council's consideration at a later date. Furthermore, it is
noted that the developer has agreed that the Temporary Access in the southerly
location will be constructed to a standard satisfactory to the Town of
Newcastle.
In consideration of same, Staff would have no objection to the use of the more
southerly location in the development of the Plan of Subdivision.
