THAT Report PD®279-87 be received for information. BACKGROUND AND COMMENTS: At the regular Council Meeting of Monday, June 22, 1987 Council resolved to refer to Councillor Hubbard and the Director of Planning, correspondence from the Commissioner of the Ontario Nuclear Safety Review for review and subsequent report. The correspondence indicated that a review of the safety and design of operating procedures and emergency measures associated with Ontario Hydro's Nuclear Generating Stations was being commissioned by the Government of Ontario and would examine various actions already taken as a result of information received about nuclear accidents throughout the world. Inasmuch as our review of the material submitted suggested that the review would address issues such as safety of design, operating procedure, and emergency plans, Councillor Hubbard and myself felt that the majority of the issues would be beyond the technical expertise of Town Staff and accordingly we would be unable to offer ...2 C~~ REPORT NO.: PD®279°87 PAGE 2 meaningful comments particularly in view of the fact that most of these issues, aside from exclusionary zones established around Nuclear Power Plants, have little impact upon landuse planning, particularly, in view of the fact that the locational decisions for such plants appear to have been made with little regard to settlement patterns. With respect to the issue of emergency plans, it is noted that the Town does participate with Ontario Hydro and other governmental agencies in establishing emergency plans related to nuclear power facilities within the Region of Durham. An emergency plan has been prepared and establishes procedures for responding to a nuclear emergency. Staff of the Planning Department are not qualified to comment on the adequacy of such procedures and accordingly reserve any comment. Respectfully bmitted, T.T. Edwards, M.C.I.P. This review will examine any actions that have already been taken within Canada as the result of information received about the nuclear accidents at Chernobyl in the Soviet Union and Three Mile Island in the United States, and the pressure tube failures at the Pickering and Bruce Generating Stations in Ontario. The terms of reference for this review are based on recommendation 3 of the July 1986 report of the Select Committee on Energy which reads as follows: "The Minister of Energy should appoint an independent panel of internationally-recognized experts to review, on a priority basis, the safety of the design, operating procedures and emergency plans associated with Ontario Hydro's CANDU nuclear generating plants. This panel should prepare a report to the Minister which should also be made available to the Members of the Legislature." The Review will not consider safety aspects of uranium mining, processing of uranium, transportation of spent fuels or tritium, or nuclear waste storage or disposal. Your Municipality has an obvious interest in Ontario Hydro's CANDU nuclear generating plants, and we would certainly welcome any views you would care to submit in writing related to the safety and emergency preparedness issues identified in our terms of reference.
