RECOP~ENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-280-87 be received for information.
BACKGROUND AND COMMENTS:
At a regular Council Meeting of July 13, 1987 correspondence from the Region of
Durham with respect to the Province's Low-rise Rehabilitation Program was received
and referred to the Director of Planning for review and report. The subject
correspondence forwarded a copy of Regional Planning Commissioner's Report 87-104
in respect of the Ministry of Housing's Low-rise Rehabilitation Program.
For the benefit of the Committee, the Low-rise Rehabilitation Program is applicable
to residential buildings of less than (five) 5 storeys containing two (2) or more
rental apartments and constructed prior to 1960. The intention of the Program is
to improve the condition of existing low-rise rental housing stock and to prevent
the premature loss of this stock from the housing market with the express goal of
rehabilitating 17,000 rental units by the year 1990.

Participation in the Program requires the municipality to enter into an
Operating Agreement with the Province and, in order to qualify, the Town must
have an Maintenance and Occupancy By-law in force and relevant experience in
Housing Rehabilitation Programs, The Program provides eligible property owners
with a forgiveable loan of up to two-thirds the cost of rehabilitating each
unit with a maximum of $5,000.00 per unit.
It is noted that participation of the Program requires the municipality to
assign a Program Administrator who would be responsible for the administration
of the Ministry's Program in conjunction with the Town's Building Inspectors.
Staff note that the Town is currently participating in the Program which is
administered by the Chief Building Official and accordingly no further action
is required on the part of the Town.

REPORT
1. Background
1.1 By communication dated April 27, 1987, Byron Hill, Regional Manager of the
Central Regional Housing Programs Offices, Ministry of Housing, invited
j municipalities to participate in the Province's 1 ow-Rise Rehabilitation
Program. This program is part of the Ministry's Assured Housing Strategy.,
1.2 The purpose of this Report is to provide the Committee with the details of
this program and, as a result, encourage the area municipalities to
participate in its implementation.
2. Report
2.1 The Low-Rise Rehabilitation program is applicable to residential buildings
within the area municipalities which are less than five stories in height,
contain two or more rental apartments, and were constructed prior to 1960.

2.2 ;The program is designed to meet the following objectives:
a),improve the physical condition of low-rise rental housing while retaining
its market suitability for low and moderate income tenants;
b) prevent buildings from deteriorating to the point at which they are
demolished prematurely; and
c) rehabilitate 17,000 rental units in the Province by 1990.
The Low-Rise RehabilitatQ,~rogram has been designed to be delivered by
municipalities on beha,lf~;o~~ the Province on a fee for service basis.

Eligibility
Municipal
Municipalities submitting proposals to the Ministry of Housing to enter into
operating agreements for this program must: '1) have a maintenance and
occupancy standards by-law in force; and, 2) have relevant experience in
,housing rehabilitation programs.
Landlord
The buildings must be less than five storeys, contain two or more rental
apartments and have been built before 1960. Landlords with buildings of ten
uniirs or more .may be asked to offer ten percent of the units to the Rent
Supplement, Program, under which low-income tenants pay rent based on
household income..
Financial Assistance Available
Eligible landlords qualify for a forgivable loan of up to two-thirds the
cost of rehabilitating the unit, with a maximum of $5,000 per unit.
2. Comments
2.1 The 1981 Census reports that there are over 800 rented occupied private
dwellings in Durham Region which were built prior to 1960, some of which
require rehabilitative measures and, thus, could benefit from the program.
2.2 Municipalities in Ontario must have a property standards by-law in force as
a prerequisite for participation under the Low-Rise Rehabilitation program.
All of the area municipalities have passed such a by-law.
2.3 In addition to the above, municipalities must also have experience in
delivering housing rehabilitation programs. All of the area municipalities
have experience in delivering such programs.

2.4 The Ministry of Housing has not required Regional involvement by way of
Regional Council concurrence on area municipal proposals to enter into
operating agreements for the program. .However,. it has been policy of the
Region, as outlined in the Durham Region Municipal Housing Statement, to
support federal and provincial housing policies and programs which reduce
shelter costs overall, encourage energy saving designs, and increase the
suitability of shelter for those of limited income and/or special needs.
2.5 Staff of the Works Department have been consulted and concur with the
