In 1991, the Region of Durham (Region) completed a Class
Environmental Assessment (EA) Study in accordance with the Schedule
"C" Class EA Process, for additional wastewater treatment capacity for
the Newcastle urban area. The EA identified and recommended phased
capacity upgrades to service the future growth in Newcastle. The
selected alternative was to construct the Newcastle Water Pollution
Control Plant (WPCP) at 1000 Toronto Street in the Village of Newcastle
in the Municipality of Clarington. In addition, a Class EA Addendum was
completed in 1992 to re -select the preferred treatment alternative for the
WPCP. The WPCP was constructed in 1995.
To accommodate continuing growth in the community of Newcastle, the
Region completed a feasibility study in 2014 that identified
recommended upgrades to rerate the wastewater treatment capacity at

the Newcastle WPCP. The feasibility study identified plant upgrades including refurbishing and replacing
equipment and upgrading treatment process units to ensure compliance with effluent limits at a higher treatment
capacity.
Considering that it has been more than 10 years since the original Environmental Study Report was filed, the
Region of Durham is currently completing an Addendum to the 1991 Class EA and 1992 Class EA Addendum.
The purpose of the study is to review the design alternatives to rerate and upgrade the treatment capacity of the
Newcastle WPCP while considering the 2014 feasibility study recommendations. The study will also verify that
the project and mitigation measures remain valid given the current planning context and legislation.
Purpose of this Public Information Centre (PIC)
Public consultation is an integral component of this project. A virtual PIC has been planned to provide
information about the project, including:
• An overview of the Class EA Addendum process and background project information.
• A summary of the findings from the supporting studies.
• A summary of the alternative solutions for capacity rerating and upgrades to the Newcastle WPCP.
• Next steps for the project.
How to Comment
We encourage you to get involved and provide input. Due to the COVID-19 pandemic, public consultation is
being conducted online. All PIC materials will be posted on the Region's project website at
durham.ca/NewcastleWPCP on January 11, 2022. Please submit your comments on the virtual PIC material by
February 11, 2022.

Dear Ontario Heads of Council and Clerks,
The Ministry of Northern Development, Mines, Natural Resources and Forestry recognizes the critical
role Ontario's municipalities play in the lives of Ontarians. We value our strong collaborative
partnership with municipalities and the associations that represent their interests.
I am writing to inform you, the Ministry of Northern Development, Mines, Natural Resources and
Forestry is proposing regulatory changes under the Aggregate Resources Act. These changes will
harmonize with Ministry of the Environment, Conservation and ParkV_C�-IZ SRYLC-L C+ff QL P HCWJ
under the Environmental Protection Act (EPA) for soil that is moved during construction activities to
another site for a beneficial reuse (i.e., excess soil). Ontario Regulation 406/19, and Rules for Soil
Management and Excess Soil Quality Standards include risk-based quality standards for the safe
reuse of excess soil.
We invite you to review the changes and offer comments.
