HomeMy WebLinkAbout2021-10-12Historic Downtown Bowmanville Business Centre (BIA) Board of Management Meeting Minutes Tuesday October 12, 2021; 6:30pm Virtual Meeting due to COVID-19 pandemic Present: Edgar Lucas, Chair (joined via audio only at 7:11pm) Laura Holmes, Secretary Gerri Lucas, Treasurer Cathy Holmes Ron Hooper Erin Kemp Absent: Bonnie Wrightman, CBOT representative Justin Barry Delegations Present: None The meeting was called to order by Councillor Hooper at 6:47pm, as the Chair was unable to resolve technical issues. Councillor Hooper chaired the meeting. 1. Presentation by Delegations Councillor Hooper recognized that no delegations were present. 2. Adoption of Minutes Moved by G. Lucas, seconded by C. Holmes THAT the minutes of the meeting of September 14, 2021 be approved as circulated. CARRIED 3. Business Arisine from Previous Minutes (a) Blue Box Recycling Regulations The region is responsible for the blue box collection. Councillor Hooper would like to invite Mr. Brake to the next meeting for the discussion. (b) Light Pole Receptacles & Holiday Lights The Chair got a quote from Classic Displays for additional mini lights for downtown trees. Waiting to hear back from another vendor. Will report back. The committee reminded the Chair that the lights need to be warm white color to match existing lights. (c) OBIAA Update Historic Downtown Bowmanville 2 Business Centre (BIA) October 2021 Councillor Hooper attended virtual OBIAA meeting on October 5. Discussion about upcoming Small Business Week. Discussion on external vendor fees for things such as Christmas Markets. Many areas are experiencing issues related to filming in downtown areas. Discussion on how to handle reserve monies for 2022 budgets. CHCI funding. COVID safety blitz has been mostly educational, but enforcement is expected to start. OBIAA recommends that BIAs have a social media policy and that social media posts are not used for promotion of individual businesses. Many businesses are experiencing staffing shortages. 4. Correspondence Correspondence was received from i. Legislative Services regarding Notice of Zoning Bylaw ; JC-010-21 & Notice of Adoption 2021-069 (via email) ii. Active Transport & Safe Roads Committee regarding new tunnel and path (via email) Moved by L. Holmes, seconded by E. Kemp THAT the correspondence be received for information. CARRIED S. Treasurer's Report The Treasurer presented the following: i. $58000 in BMO, $100000 in Edward Jones. Moved by E. Kemp, seconded by C. Holmes THAT the Treasurer's Report be adopted as presented. CARRIED 6. Directors' Reports (a) Council Liaison — R. Hooper: Reported that the Region is hosting a virtual meeting with Dr. Kyle about vaccine policies. There is some federal funding available for a shop local program in Durham from October to January. CBOT is a partner and will update as more information comes available. (b) Events — C. Holmes: Reported that Halloween Activity Books have been distributed to businesses. New apple themed window wrap is installed at BMO and is generating lots of interest. The Great Pumpkin Adventure is being planned for October 30-31 where carved/decorating pumpkins will be on display in storefront windows. Participating businesses will be provided with a pumpkin and battery -operated light. Plan is for a ladies shopping night in November, since Historic Downtown Bowmanville 3 Business Centre (BIA) October 2021 typical date falls on Remembrance Day this year suggest moving forward by one week. Unsure if restrictions will permit the Christmas tree -lighting in December. Councillor Hooper will pose a question at the next OBIAA meeting to see how other groups are handling events. (c) Membership Relations —J. Barry: No report. (d) Streetscape — G. Lucas: The Chair reported that sleeves can be ordered to cover the sign posts but they will need to be modified to fit. Alternative is to paint the sign posts which may be a better option. Will need to be prepped and black paint would cover staples better than white. Received a quote for a dump bin to clean the storage shed. Will coordinate with support staff to determine date for clean up. Flower vendor will remove hanging baskets next week. Support staff will clear out stationary planters. Winter hanging baskets have been ordered and 6 baskets are missing from last year. (e) Communications— (vacant): L. Holmes reported that important messages continue to be distributed to membership. (f) Website & Social Media — L. Holmes: Reported that website redevelopment continues. The photographer has submitted the bulk of storefront images and is taking a handful of new business images before the end of the month. Directory listings are submitted and the web developers are currently matching up the images to listings. Design proofs have been delayed but project is still on timeline for completion. Requests that the identity of those with access to the social media accounts remain anonymous. Expressed that keeping the account administrators anonymous is a matter of safety and security. Lately there have been several aggressive messages received on the platforms. Keeping administrators anonymous is in keeping with other organizations. Councillor Hooper requests that social media be added as an agenda item to next meeting. (g) CBOT Updates— B. Wrightman: No Report. 7. New Business (a) Downtown Maintenance Co -Share Proposal Councillor Hooper proposes that the local BIAS may want to co -share the salary costs for a maintenance person from the Municipality to clean up the downtowns. Historic Downtown Bowmanville 4 Business Centre (BIA) October 2021 Some questions were raised whether the Municipality could cover the costs of this clean-up in their budget. Councillor Hooper suggests that this could be a topic of discussion if Mr. Brake attends the next meeting. 8. Date of Next Meeting The next meeting of the Board of Management is scheduled to be held on Tuesday November 9, 2021 commencing at 6:30pm, virtually. 9. Adjournment Moved by L. Holmes, seconded by G. Lucas THAT the meeting adjourn. CARRIED The meeting adjourned at 7:58pm.
