Slav Potrykus, Traffic Engineering Supervisor, Regarding GO Bus 5 Service Update for Newcastle Village, September 15, 2021 (Receive for Information) Page 2 Newtonville Road (Regional Road 18) in the Municipality of Clarington ROAD CLOSURE Works Department Public Notice #2 Road rehabilitation on Newtonville Road (Regional Road 18) from 0.8 km south to 1.1 km north of Concession Road 6 The Regional Municipality of Durham will be temporarily closing Newtonville Road from Concession Road 6 to 150 metres north of Concession Road 6, in the Municipality of Clarington. The road will be closed for two days on September 20 and 21, weather permitting, to replace a deep culvert. WHERE: Newtonville Road (Regional Road 18), from Concession Road 6 to 150 metres north of Concession Road 6. WHEN: The road closure will start September 20 and will be in effect for a maximum of two days (weather permitting). WHY: To replace a deep culvert. Detour routes will be posted in advance of the closure. The work includes bridge and culvert repair, ditching, bank stabilization and road resurfacing. Construction Schedule The Region's contractor Dufferin Construction Company is continuing the reconstruction work and will be reducing Bowmanville Avenue south of Robins Bridge to one lane for a 24-hour period starting at 6 a.m. on Wednesday, September 15 to facilitate the placement of armour stone on the west side of Bowmanville Avenue. The west side will be closed and there will be a flagging operation in place for the entire 24-hour period. Further information and future updates will be posted on durham.ca/WorksProjects. To: Mayor and Members of Council From: Slav Potrykus, Traffic Engineering Supervisor Date: September 15, 2021 File No.: TR.30.20 Re: GO Bus Service Update for Newcastle Village At the General Committee meeting held on May 31, 2021, Council passed resolution GG- 376-21. This resolution directed staff to inform Metrolinx about the requirement to terminate the use of the former Newcastle fire hall as a bus turnaround. Staff also requested that Metrolinx work on a suitable bus route that will ensure the continuation of bus service for the Newcastle village. Due to a significant decrease in ridership, the former Lakeshore East Route 90, which offered service to the village every 20 minutes, was cancelled. Despite the very low ridership demand observed at the village, Metrolinx modified the existing Peterborough Route 88 service, already stopping at the Newcastle GO Carpool Lot, and created Route 88A, which ensures AM and PM peak coverage for the village. Effective September 7, 2021, the new Route 88A provides three AM and three PM bus trips from Monday to Friday. The new route operates east on King Avenue East, south on Mill Street, east on Edward Street, north on Brookhouse Drive, and back west on King Avenue East. The stop located at King Ave. E. at Beaver St. S has been removed. New stops will not be added on Mill Street, Edward Street, or Brookhouse Drive. This modified route was found to be the only suitable route safe for bus operations and turns and also maintains the required tree clearance for safe operation of double decker buses. Attached for your information is an update from Metrolinx, which provides more details on their efforts aimed at maintaining bus service for Newcastle residents. On May 31, 2021, the Municipality of Clarington passed a resolution of #GG-376-21 to proceed with demolishing and disposing the subject site. In response to this resolution, Metrolinx plans to modify the route effective Tuesday, September 7, 2021, to maintain the operation the route. Existing Route 88A Service Metrolinx operates Route 88A, which connects between Newcastle Village and Oshawa GO Station, with intermediate stops in Bowmanville, Courtice Park and Ride, Ritson Park and Ride. Currently the route operates three trips eastbound and three trips westbound from Monday to Friday. See map showing the routing in Newcastle Village and timetable below. The recommended route would operate east on King Avenue East, south of Mill Street, east on Edward Street, north of Brookhouse Drive, and back west on King Avenue East. The modified route would remove the stop located at King Ave. E. at Beaver St. S. New stops will not be added on Mill Street, Edward Street, and Brookhouse Drive. See map below. Safe bus operations • Modified routing operates on roads and road geometries safe for bus operations and turns • Modified routing maintains the needed tree clearance for safe operation of double decker buses 2. Operating services on higher -order roads as possible • Modified routing operates only on municipality- and regional -designated Arterial (Mill Street, King Avenue East) and Collector (Edward Street, Brookhouse Drive) roads —see map on next page • Modified routing does not operate on local roads 3. Customer Impact • Modified routing minimizes impacts to stops. • The removed stop only observed between 0 to 2 alightings per day for the month of July 2021. i.
