Gene Chartier, Manager of Transportation, Regional Public Works
- re: Durham Transportation Master Plan, Report PSD-035-01 advised
that the Durham Transportation Master Plan is a joint study of the Region
of Durham Works, Finance and Planning Departments and was initiated
in September, 1999. He gave a slide presentation which addressed the
following;

Mr. Chartier advised that approximately 438 million dollars will be spent
on transportation over the next 20 years.
(a) Linda Gasser, P.O. Box 399, 7421 Best Road, Orono,
LOB 1 MO - re: Report PSD-035-01 circulated a copy of her presentation
dated November 5, 2001 wherein she noted the following:

She fears that extending Adelaide Avenue to Trulls Road will
create the expectation and the opportunity for the Adelaide to
eventually continue east through the Black-Farewell Wetland
Complex
. She questioned if it really makes sense to extend Adelaide by
two kilometres, knowing it will go no further east.
. A watershed study would identify the sensitive areas in the
watershed Courtice Urban Area and would also identify areas
that must be protected and those that might be able to sustain
road construction and development, and to what extent.
. Not only would a by-pass be a short term fix of limited value but
in order to improve the quality of life for residents of Mitchell
Corners, the quality of life for the residents in the area of the
by-pass may end up being degraded and the natural and
agricultural areas will be disturbed.
. If Highway 407 proceeds beyond the Courtice link, the negative
impacts on Clarington will include traffic, growfh in north
Clarington and loss of agricultural lands.
.
Transit would allow seniors to maintain their independence,
students would use transit for various reasons, transit is an
option for those who do not wish to drive in inclement weather
and for those who do not drink and drive. Tourists also take
transit when visiting new cities and, generally, transit brings
people together.

Libby Racansky, 3200 Hancock Road, Courtice, L 1 E 2M1
_ re: Report PSD-035-01 circulated a copy of her presentation
dated November 5, 2001. This plan should include the following:
. That all studies done for this area assume that they are
dealing with woodlots and not the wetlands. MNR
evaluation of these woodlots as wetlands in 1998/99,
especially their recommendations should be taken into
consideration
. Summary and recommendations of the E.I.S. 1994 for
the Region by the Ecological Services should be applied
to the Plan
. Black-Farewell is the only area in Durham Region
without a watershed planning approach; cumulative
impacts of development are unknown
. The area in Courtice is the sole groundwater recharge
for local streams, thus they don't get any input from the
Oak Ridge Moraine
.
All the roads in this Plan would promote further urban
sprawl; the extended northern urban boundary in
Courtice was approved by the previous Council in
1995/96. The Plan doesn't have a long-term
transportation plan.

(c) Jessica Markland, 2377 Hwy. #2, Apt. 444, Bowmanville,
L 1 C 5E2 - Report PSD-035-01 circulated a copy of her
presentation dated November 5, 2001 and advised that she has
served on the Community Advisory Committee for the
Transportation Master Plan since its inception in September,
1999. She noted the following points:
. She suggested that work be done towards integrating
existing services with a future regional transit network.
. She suggested that the plan should explore taking into
account the existing coach lines, Greyhound, PMCL so
that a local system can deliver passengers to these bus
lines to connect with scheduled runs going north, east or
west. Also it should take into consideration the use of
some of the school buses which otherwise stand idle
most of the day and on weekends. She suggested that
a satisfactory Regional Transit System must be more
than a commuter service delivering persons to the GO
train; the system needs to connect towns and villages
and also recognize that not everyone has the standard
nine to five work schedule.

The draft plan, as it stands, is too much geared to the
urban areas and does little for the east or north of the
region.
. She does not support spending a lot of money on a
bicycle network.

DELEGATIONS CONTD.
.
The intended route of the Courtice Highway 407 Link
goes right through a Provincially significant wetland;
apart from this, she strongly feeis that the traffic volume
does not warrant building Highway 407 into Clarington.
. If Highway 407 becomes a reality, all proper
environmental standards must be adhered to.
. A letter dated October 12, 2001 from the MTO advises
that the environmental assessment process is not going
ahead at the present time. She requested that there be
adequate provision from Municipal and Public input.
(d) Gord Lee, Chairman, Newcastle Arena Board, 89 Foster Creek
Drive, Newcastle, L 1B 1G5 - re: Report CSD-05-01 was present to
answer questions from Members of the Committee and expressed
support for the recommendations contained in Report CSD-05-01.

Linda Gasser, P.O. Box 399, 7421 Best Road, Orono,
LOB 1 MO - re: Report CLD-017-01 circulated a copy of her presentation
dated November 5, 2001 wherein she noted that an accessibie and open
process facilitates the provision of information in a timely manner,
encourages public participation by a variety of individuals and allows
Council to define public opinion of matters of interest to the community.
She cited that examples of the Town of Pickering and Regional Planning
Committees' formal procedures. She stated that the three-hour window,
as suggested in the report, is not enough time for the average citizen to
look at the agenda and book a deiegation if they wish to do so. She also
feels that, by booking a delegation later than Wednesday noon, the
citizen is being penelized by being restricted to five minutes. She
concluded her delegation by requesting amendments to the Procedural
By-iaw that result in making the process more accessible, inclusive, and
meaningful for all concerned.

(f) Jessica Markland, 2377 Hwy, #2. Apt. 444, Bowmanville,
L 1C 5E2 - re: Report CLD-017-01 advised that the Report discriminates
against persons who were not aware that a certain was being iater
considered by cutting their delegation time from ten minutes to five
minutes. She suggested that agendas could, perhaps, be circulated four
weeks in advance and that interested parties could be contacted prior to
the meeling.

THAT Report PSD-035-01 be received;
THAT Clarington Council endorse PSD-035-01 as Clarington's
comments on the Durham Transportation Master Plan Public
Consultation Draft, September, 2001; and
THAT the Region of Durham Works, Planning and Finance Departments
be sent a copy of Report PSD-035-01 and be advised of Council's
decision.

"THAT the Region identify the Bowmanville GO Station as part of
the Transit Priority Network;
THAT the Region investigate the expansion of Taunton Road in
Clarington to four lanes from Townline Road to Highway 35/115;
THAT the Townline Bridge be clearly identified".

THAT Report PSD-036-01 be received; and
THAT Council concur with decisions of the Committee of Adjustment
made on October 18, 2001 for applications A2001/047, A2001/050 to
A2001/055, inclusive, and that staff be authorized to appear before the
Ontario Municipal Board to defend the decisions of the Committee of
Adjustment.

THAT Council approve an interest free loan, to an upset limit of three
hundred thousand dollars ($300,000.00) to be drawn as required by the
Municipality of Clarington;
THAT a letter of intent for repayment of the loan in seven annual
installments of forty-two thousand, eight hundred and fifty seven dollars
and fourteen cents ($42,857.14) each with the first payment due
December 31,2002 and subsequent payments due on December 31,
2003; December 31,2004; December 31,2005; December 31,2006;
December 31,2007 and the final payment of forty two thousand eight
hundred and fifty-seven dollars and sixteen cents ($42,857,16) due on
December 31,2008 be received;
THAT the required funds be drawn from the ImpacVEscrow Reserve
Fund Account #111 0-196-X;
THAT the total project be administered by the Municipality of Clarington
in conjunction with the Newcastle Memorial Arena Management Board;
