THE MUNICIPALITY OF CLARINGTON General Purpose and Administration Committee October 1, 2001 Minutes of a meeting of the General Purpose and Administration Committee held on Monday, October 1, 2001 at 9:30 a.m., in the Council Chambers. Knight Stanley Mayor Mutton chaired this portion of the meeting. DISCLOSURES OF PECUNIARY INTEREST There were no disclosures of pecuniary interest stated at this meeting. Councillor Rowe advised the Lakeshore Murder Mystery was an astounding success. She thanked all the sponsors for their assistance to the Youth group for their first fund raiser. Councillor Trim advised the Clarington Family Safety Day was held over the weekend and that there were between 6,000 to 8,000 people in attendance. He thanked the participants for their worthwhile efforts in this successful venture. Mayor Mutton advised the Newcastle Fall Festival was also held during the weekend and it was also very well attended. Minutes -2 - October 1, 2001 . DELEGATION (a) John Greenfield, 44 Prince Street, Bowmanville, L1C 1G6 re: Report EGD-10-01 advised prior to the meeting that he would not be in attendance. Councillor Schell chaired this portion of the meeting. PUBLIC MEETING Pursuant to the Planning Act, the Council of the Municipality of Clarington, through its General Purpose and Administration Committee, is holding a Public Meeting for the following application: (a) Rezoning Application Applicant: Barry Jones on behalf of Di Adamo Holdings & Enterprises Part Lot 28, Concession 3, Former Township of Clarke The Clerk's Department sent public notice for the rezoning application by first class mail on or before September 1, 2001 to all property owners within 120 metres of the subject property in accordance with the latest municipal assessment record. Public notices were also posted on the property in question. The notice procedure followed was in compliance with the Ontario Regulations made under the Planning Act. . (a) Report PSD-020-01 - Rezoning Appiication - the purpose and effect of the application is to permit the continued use of the lands for a golf driving range and related activities on a temporary basis for an additional period of up to 3 years. No one spoke in opposition to or in support of this application. Barry Jones, Newcastle Drafting, 76 Baldwin Street, Newcastle, L 1 B 1 H1 was present to answer questions from Members of the Committee. PLANNING SERVICES AND ENGINEERING SERVICES DEPARTMENTS Rezoning Appl. Resolution #GPA-486-01 Applicant: Barry Jones On behalf of Di Adamo Moved by Councillor Trim, seconded by Councillor Robinson Holdings and Ent. ZBA 2001-018 THAT Report PSD-020-01 be received; THAT the application to amend Comprehensive Zoning By-law 84-63 of the former Town of Newcastle, submitted by Barry Jones on behalf of Di Adamo Holdings & Enterprises be referred back to staff for further processing and the preparation of a subsequent report following the receipt of the outstanding agency comments; and . Monitoring the Decisions of the Committee of Adjustment for Meeting of September 20,2001 Soil Enrichment Program Atlantic Packaging Products Ltd. and Courtice Auto Wreckers Application for Removal of Part Lot Control Applicant: Legends Consulting on Behalf of St. Stephen's Estates ZBA2001-020 Resolution #GPA-487-01 Moved by Councillor MacArthur, seconded by Councillor Pingle THAT Report PSD-021-01 be received; and THAT Council concur with the decisions of the Committee of Adjustment made on September 20,2001 for Applications A2001/047 and A2001/048, and that staff be authorized to appear before the Ontario Municipal Board to defend the decisions of the Committee of Adjustment. "CARRIED" Resolution #GPA-488-01 Moved by Councillor Rowe, seconded by Councillor Robinson THAT Report PSD-022-01 be received; THAT the Ministry of the Environment be requested not to approve the Amendment to Certificate of Approval No. H1550022900500-03 submitted by Atlantic Packaging Products Ltd. and Courtice Auto Wreckers Ltd. for a Soil Enrichment Program, unlilthe outstanding issues identified through the Region's Peer Review of the Benefits Study and the testing of "Sound-Sorb" leachate have been properly addressed, and the Bioaerosols Study and groundwater testing have been properly completed; THAT, in the event that the Ministry does not defer making a decision on this matter, the Municipality of Clarington requests a hearing under the Environmental Protection Act for the reasons outlined in Report PSD-024-01; and THAT the Ministry of the Environment (York-Durham office), the Region of Durham, the City of Oshawa, the Township of Scugog, Protect the Ridges, interested parties and all delegations be forwarded a copy of Report PSD-024-01 and be advised of Council's decision on this matter, FORTHWITH. "CARRIED" Resolution #GPA-489-01 Moved by Councillor Pingle, seconded by Councillor MacArthur THAT Report PSD-023-01 be received; THAT the request for Removal of Part Lot Control with respect to Lots 66,67,68,69,72,73, 74 and 75 on Plan 40M-2048 be approved; THAT the Part Lot Control By-law attached to Report PSD-023-01 be approved and forwarded to the Regional Municipality of Durham pursuant to Section 50(7.1) of the Planning Act; and THAT all interested parties be forwarded a copy of Report PSD-023-01 and any delegations be advised of Council's decision. 3 0 'jARRIED" . . . "CARRIED" Concession Street Resolution #GPA-492-01 East and Mearns Ave. Intersection Moved by Councillor Trim, seconded by Councillor MacArthur Simpson Avenue Traffic Concerns THAT Report EGD-09-01 be received; THAT, having met provincial warrants, the intersection of Concession Street East and Mearns Avenue, Bowmanville become an all-way stop; and THAT the proposed by-law attached to Report EGD-09-01 be forwarded to Council for approval. "CARRIED" Resolution #GPA-493-01 Moved by Councillor Pingle, seconded by Councillor Rowe THAT Report EGD-10-01 be received; THAT the request for an all-way stop, traffic control at the "T" intersection of Simpson Avenue and Prince Street be denied; THAT the request for an all-way stop, traffic control at the "T" intersection of Simpson Avenue and Hobbs Drive (south junction) be denied; THAT No Parking signs be installed on the east side of Simpson Avenue from Hobbs Drive (north junction) to Soper Court in accordance with the existing Traffic By-law 91-58 Schedule II; THAT pavement markings be applied to Simpson Avenue to provide an off-centre solid yellow line, towards the east side, from Hobbs Drive (north junction) to Soper Court to establish two travel lanes and one parking lane; and THAT speed, volume and safety on Simpson Avenue be monitored to determine the effects of the proposed changes and review with the Clarington Traffic Management Advisory Committee after a period of six months. 3 0 4CARRIED" . . . Hamlet Gateway Treatments Naming Park Walbridge Park Confidential Report - Property Maller Resolution #GPA-494-01 Moved by Councillor Rowe, seconded by Councillor Robinson THAT Report EGD-11-01 be received; THAT the existing Hamlet Gateway Treatments located in Hampton, Tyrone and Enniskillen be modified to provide a uniform opening size of 7.6 m (25'), additional advance warning of "one lane only when used by trucks", permanent pavement markings, with impact recovery extensions being tested at two gateways; THAT expansion of the Hamlet Gateway Program be considered in the 2002 budget for various locations; THAT the Clarington Agricultural Advisory Committee be thanked for their contribution and interest in road safety; and THAT funds for the modifications be drawn from the existing Operations Traffic Budget. ADMINISTRATION Amendments to Various Human Resources Policies UNFINISHED BUSINESS OTHER BUSINESS Grant -Volunteer Fair THAT Council have staff review the Clarington Board of Trade agreement at expiry before renewing the agreement; and THAT the Clarington Board of Trade be advised in writing of Council approved recommendations. Resolution #GPA-S03-01 Moved by Councillor Schell, seconded by Councillor Robinson THAT the correspondence dated September 4,2001 from Debbie Bath, Volunteer Event Coordinator, Volunteer Resource Centre for Durham Region be received; THAT the request for a financial grant for the cost of the upcoming Volunteer Fair being hosted at the Garnet Rickard Recreation Complex be approved in the amount of $300.00 to be allocated from Account # 7613-99-X:and THAT Debbie Bath be advised of Council's decision, FORTHWITH.
