TOWN OF BOWMANVILLE
By -Law No. 72 -12
The Council of the Corporation of the Town of Bowmanville, in accordance
with the provisions of The Planning Act, hereby enacts as follows:
1. Amendment No. 6 to the Official Plan of the Bowmanville Planning Area
consisting of the attached explanatory text is hereby adopted.
2. That the Clerk is hereby authorized and directed to make application
to the Minister of Municipal Affairs for approval of the aforesaid
Amendment No. 6 to the Official Plan of the Bowmanville Planning Area.
3. This by -law shall come into force and take effect on the day of the
final passing thereof.

AMENDMENT NO. 6
to the
OFFICIAL PLAN
of the
BOWMANVILLE PLANNING AREA
Title of Amendment
This text constitutes Amendment No. 6 to the Official Plan of the
Bowmanville Planning Area.
Purpose
The purpose of the Amendment is to clarify the intent of the 1956
Official Plan and permit a limited amount of commercial development
of a local convenience nature in residential areas.
Location
This Amendment results from a study of the Waverley Road Area, in
the south -west part of the Town, but the Amendment applies to the
entire Town.
Basis for Amendment
The original Official Plan for the Town of Bowmanville was approved
by the Minister of Planning and Development in February 1957. Since
that time three small amendments have been approved by the Minister
and two other amendments, Nos. 4 and 5, have been adopted by Council
and have been submitted for Ministerial approval.
After considerable work by the Bowmanville Planning Board, and
upon the Board's recommendation, the Council on October 4, 1971
adopted a new Official Plan. This new 1971 Plan identified the
Waverley Road area as a "special planning area" requiring detailed
study and accordingly the Central Ontario Joint Planning Board was
retained to undertake a neighbourhood planning study of this area.
The Waverley Road Neighbourhood Study was adopted in principle by
the Bowmanville Planning Board on February 9, 1972 as its development
guide.
The Waverley Road area is a part of the Town's recognized development
area with water and sewer services available. The public and separate
school boards are preparing to acquire school sites and draft plans
of subdivision have been submitted covering lands in this area. A
need for neighbourhood shopping facilities is already evident in
this area.
In light of the fact that the new 1971 Official Plan for the Town
of Bowmanville is not likely to be approved prior to the need to
implement planning proposals in this area, it was deemed necessary
to prepare this minor amendment to the old existing Official Plan.
The proposal contained in this Amendment conforms to the proposals
in the new 1971 Official Plan.

The second paragraph of the "Interpretation of the Plan" section of
the Official Plan now states:-
"This plan envisages the establishment, where needed, of
local shopping facilities in residential districts, but it
is definitely intended that all such commercial development
should be concentrated in well- designed, properly located
shopping centres and not scattered or mingled indiscriminately
with residential land use. So that they may be satisfactorily
integrated in the residential districts they are to serve,
it is intended that provisions will be made by subsequent
amendment of this plan to determine the location of shopping
centres well in advance of residential development."
The above paragraph is deleted from the Official Plan and replaced
with the following:
"A limited amount of Commercial development of a local
convenience nature serving the day -to -day needs of neigh-
bourhood residents will be permitted in residential areas.
The following policies shall apply to the aforementioned
Commercial uses:
(i) They will be located adjacent to arterial or collector
streets.
Buildings shall be grouped together and be set back
from adjacent streets a distance which will allow
adequate landscaping and permit the parking and
movement of automobiles clear of any street right -
of -way.
(iii) Access points to such parking areas shall be limited
in number and designed in a manner which will minimize
the danger to vehicular and pedestrian traffic in the
immediate area.
(iv) Adequate buffering, screen planting and /or fencing
shall be provided between neighbourhood Commercial
uses and adjacent Residential development.99
6. Implementation
The restricted area (zoning) by -law of the Town will be amended to
provide a neighbourhood commercial zone, with appropriate permitted
uses and regulations, and neighbourhood shopping areas will be
zoned accordingly.
Subdivision agreements.and /or site plan agreements will also be
used to ensure adequate municipal controls.
