THAT the minutes of a regular meeting of the General Purpose and
Administration Committee held on June 4,2001 be approved.

Mayor Mutton advised Members of Committee that Report WD-31-01 has been
withdrawn from the agenda.
Joe Caruana, Director of Community Services introduced Erica Badley who has
accepted the temporary position of Program Coordinator and Robert Thomson,
Fitness Coordinator.
PRESENTATION

Dale Leadbeater, Gartner Lee Limited, 140 Renfrew Drive
Suite 102, Markham, L3R 6B3 presented the Foster Creek
Subwatershed Study. The two goals of the Study were to provide an
understanding of how the subwatershed functions and how the stream
will respond to urban development within its drainage area and identify
and protect a viable greenland system on the landscape.

The Foster Creek Subwatershed arises in an extensive marsh and
swamp wetland in Concession 3 and flows south through Newcastle
Village. South of Highway 401 in the Samuel Wilmot Nature Area the
creek flows into Wilmot Creek which in turn discharges into a Wilmot
River mouth wetland on the Lake Ontario shoreline. The Subwatershed
covers 981 acres and is tucked between the Wilmot Creek on the west
and the Graham Creek watershed on the east. The Plan represents a
compromise between development and the preservation of Natural
Heritage features. The Plan identifies the following:
. Lands that should be protected as part of a greenland system
. Development criteria that should be used in the design of future
urban developments
. Conservation and management practices that address existing
impacts from land use activities
. Projects and programs to address specific problems in the
subwatershed

Ronji Borooah, Markson Borooah Hodgson Architects, 161
Eglinton Avenue East, Suite 600, Toronto, M4P 1J5 presented the
Courtice Highway 2 Corridor and Main Central Area Study to Members of
Committee. Through a series of public meetings and workshops, interim
reports and community newsletters, a landuse plan has been developed
based on achieving a balance between the Municipal Official Plan, the
Regional Official Plan and interests of landowners and businesses as in
the area. Mr. Borooah outlined the urban design guideline, streetscape
and new development envisioned for the area. The net cost for the
screetscape improvement, including new sanitary lines, water lines,
signal lights and burying of hydro lines is approximately $4.1 million.
Mr. Borooah is recommending that the study be referred back to staff for
review and consideration in development of a secondary plan for the
Courtice Highway 2 Corridor/Main Central Area.

advised prior to the meeting that he would not be addressing Committee.
Debbie Clarke, Valiant Property Management, 177 Nonquon Road,
20th Floor, Oshawa, L1 G 352 introduced Rick Merrill, Urban Design
Architect to address Report PD-062-01 on her behalf. Mr. Merrill
requested that a great deal of flexibility be built into the secondary plan
for the Courtice Highway 2 Corridor/Main Central Area in order to allow
landowners to respond to changing market needs and strategies in the
future.
Derek Baird, 1603 Highway 2, Courtice, L 1E 2R9 addressed
Committee with respect to Report PD-062-01. Mr. Baird indicated that
he is the owner of property south of Highway 2 between Sandringham
Drive and the motel. His property is being recognized as being medium
density residential and he is concerned that his office, which is located in
the area, may need to be relocated. He is requesting some flexibility be
incorporated into the 20 year timeframe which the Highway 2
Corridor/Main Central Area study will cover.

Jack Dougan, 40 King Street W., Suite 4400, Toronto, M5H 2Y4
addressed Committee in support of the recommendations contained in
Report PD-064-01. Mr. Dougan indicated that Manheim Auto Auction is
planning to expand and have purchased 14 acres from Mary and Milton
Arnold to allow for additional parking to the south of their building.
(e) Glenn Genge, D. G. Biddle & Associates Ltd., 96 King Street East,
Oshawa, L 1 H 1 B6 addressed Committee in support of the
recommendations contained in Report PD-067-01. Mr. Genge indicated
that this subdivision has undergone extensive environmental review, has
been reduced from 20 lots to 15, and complies with the Official Plan.
(I) Libby Racansky, 3200 Hancock Road, Courtice, L1E 2M1 requested
that the Committee ensures the protection of Hancock and other
neighbourhoods as was done for the Primrose Subdivision wetland in
Courtice North. She indicated that this could be accompiished in six
ways:

The wetlands in the Hancock neighbourhood be identified in the
zoning by-law as EP areas on plate A39
Ensure that all requirements are carried out and that they are
submitted to the Planning and Works Department, CLOCA and
Ministry of Natural Resources by the developer and that new
studies be compared with previous ones and all procedures
done in cooperation with citizens
Stronger Official Plan policies regarding setbacks from natural
featu res
Stronger Municipal Tree Preservation By-law and
implementation of Municipal Top Soil Protection
Ensure that the appropriate agencies require absolute assurance
that the future planned sewage trunk coming though Courtice
Road does not divert natural water flow in the system
Require a Federal Environmental Assessment on the 401/407
Freeway link
Hancock and Nash Roads be maintained regularly for the safety
of its residents

The Clerk's Department sent public notice for all rezoning applications by
first class mail on or before May 18, 2001 to all property owners within
120 metres of the subject property in accordance with the latest
municipal assessment record. In addition, notices were also posted on
the sites prior to May 18, 2001. This notice procedure is in compliance
to Ontario Regulation made under the Planning Act.
(a) Report PD-059-01 - Rezoning Application - the purpose and effect
of the application is to permit the conversion of the existing
temporary driving range to a permanent driving range.
Libby Racansky, 3200 Hancock Road, Courtice, L1 E 2L1 indicated
that she is not in opposition to the application but questioned whether the
Ministry of Transportation has confirmed if this development is in the
area of the 407 link.
No one spoke in support of the application.
Marko Tomina, 2735 Hancock Road, Courtice, L 1 E 2M2 advised that
the driving range has been permitted on a temporary basis but he is now
appiying for a permanent rezoning as the Ministry of Transportation has
indicated that they do not require this land for the 407 link.
(b) Report PD-060-01 - Zoning By-law Amendment - the purpose and
effect of the application is to permit the construction of an
apartment-in-house.
No one spoke in objection to the subject application.
Libby Racansky, 3200 Hancock Road, Courtice, L 1 E 2M1 indicated
her support for the application but questioned what watercourse work
would be undertaken to preserve the pond on the property.
The applicant was present but did not wish to address Committee.
